CB: … Logan has already shared some of his thoughts on improving police staffing during public interviews with the police commission and on a televised forum on PBS Hawaii after he was named as a finalist for the position on May 12.

One idea, he said, involves a reappraisal of the requirements to join the police department in an effort to improve recruitment numbers by disqualifying fewer applicants.

According to data compiled in HPD annual reports, in the past two years just over 5% of the thousands of applicants who sign up to take the police entrance exam have become police recruits.

Last year, more than 2,850 people applied to take the HPD entrance exam. Nearly 900 people passed the test, but just 189 were selected by the department for recruit classes.

In 2020, almost 4,400 people signed up to take the entrance exam. Of those applicants, 1,386 passed the test and the department selected a total of 190 candidates for recruit classes….

Meanwhile, the number of officers who make it through recruit class is even smaller.

The most recent recruit class, which ended July 19, graduated just 17 officers after initially starting with 40 candidates.

The class before that saw 18 recruits graduate on April 19, 2021 after it started with 47 recruits.

In total, the department has graduated a total of 296 out of 469 recruits since the start of 2019, although 33 more are scheduled to graduate next month from a class that started with 46 recruits.

Those recruits are the first of nearly 300 new officers the department hopes to onboard over the next year….

Cataluna: … Logan shouldn’t be HPD’s chief because Honolulu is in no shape to handle another chief of police with a troubled family member. The Louis and Katherine Kealoha drama was enough.

How could the police commission not anticipate this messy complication? Either no one talked to beat cops who are all too familiar with habitual offender Zane Logan, or the cops who knew the scope of the problem didn’t want to say anything because it’s too dangerous to speak the truth at HPD.

Maybe Logan himself minimized the situation and had his fingers crossed that nothing would happen, though the threat of another arrest must have been hanging over him like the sword of Damocles ready to crash down on the prospect of the job.

Before this week’s arrest, Zane Logan was last arrested on May 3 on a bench warrant for a felony theft charge and held in Oahu Community Correctional Center until he was released the next day on $7,500 bail. That was during the commission’s selection process. The guy is a habitual offender. For those close to him, it must feel like the next time could happen at any time….

HPD: No one in custody as investigation into Thomas Square shooting continues

HNN: … As of Monday, HPD said all of those taken in by police have either been released pending investigation or bailed out….

That night, HPD arrested 21-year-old Calijah Maleko on suspicion of attempted murder. A day later, police arrested 18-year-old Tony Paleafei, who is now believed to be the shooter.

Both Maleko and Paleafei have been released pending investigation. Also arrested was 18-year-old Kapeneta Ito, who posted bail.

Details were limited on the suspected role a 15-year-old boy played in the incident, but he was not in police custody at last check ….
