Seven months after the launch of Keiki Care, however, the results show the program is not meeting its intended goal. It turns out that an estimated 85 percent of the 2,000 children enrolled in Keiki Care already had insurance. They simply switched from a health plan that their parents paid for to a health plan supported by state taxpayer dollars.

Behind the scenes, the tension is growing because Hannemann has announced he may leave the mayor’s office in two years to run for another office, either governor or congress. Republicans see him as a growing threat to hold on to the administrative branch in 2010 when Lt. James Duke Aiona will run for governor or Lingle may run for Congress. Several Republicans helped Hannemann’s mayoral opponent, Ann Kobayashi, but she was unable to unseat him.
