Mayor appoints Peter Biggs to be Deputy Director of Budget and Fiscal Services

News Release from City and County of Honolulu, March 30, 2017

Honolulu Mayor Kirk Caldwell announced his appointment of Peter Biggs to be Deputy Director of the Department of Budget and Fiscal Services. Biggs brings a wealth of business and banking experience to the City and County of Honolulu and his role within the Caldwell administration.

Biggs earned a BA from the University of Pennsylvania and an MBA from the University of Rochester with concentrations in finance, applied economics and marketing. During his professional career he served as Market Research Manager for Bausch & Lomb in New York, Assistant General Manager for Saudi Cairo Bank in Jeddah, Saudi Arabia, and various senior retail banking positions with M&T Bank and Financial Institutions, Inc. in New York. Biggs worked for the Bank of Hawai‘i from 2000-2016 where he served as Vice Chairman and Chief Retail Officer from 2011-2016 and Senior Executive Vice President from 2006-2011. Most recently, Biggs developed a series of lectures for the University of Hawai‘i Shidler School of Business and Hawai‘i Pacific University providing an overview of local banks and the Hawai‘i banking market.

“Having someone with Peter’s depth of knowledge serving as our deputy budget director is not only a benefit to the administration, but also the people of the City and County of Honolulu,” said Mayor Caldwell. “His extensive private sector experience at the highest corporate levels will help our administration move the needle while pursuing positive change and greater efficiency. From strategic planning and risk management, to financial analysis and strong analytical skills, Peter will serve as a trusted advisor when it comes to crafting sound budgets and monetary policy.”

Biggs starts on Monday, April 3.
