HB169: Outlaw 'Conduct with Intent to Convey False or Misleading Information'

We are less than 30-days to "Sine Die," if we are lucky, the good will outweigh the bad when it's over!

Testimony Needed Now

HB169 (Amends the offense of disorderly conduct to include engaging in conduct with the intent to convey certain false or misleading information.) - We OPPOSE this bill. Bill scheduled to be heard by JDC on Tuesday, 03-30-21 9:45AM Via Videoconference.

This bill is all over the place, but ultimately it violates free speech and freedom to assemble peacefully!  

If passed, this bill would give authorities the power to cite citizens exercising their 1st Amendment rights for, in some bureaucrat's opinion, "any conduct with the intent to convey false or misleading information under circumstances in which the information: May reasonably be believed." Guess who decides what is misleading information? Yes a totalitarian government! Isn't this what Big Tech and the lame stream media did in the 2020 elections, now our Legislators want to make it law!

This bill would also criminalize anyone, "Subjects another person to offensively coarse behavior or abusive language that is likely to provoke a violent response." Who interprets "Offensive coarse behavior"? All of us have lost our cool at one time and said things that we would normally not say when calm. Now an outburst like that could get you fined! Imagine you say something to your neighbor who believes it is "offensive and course," they would have the right to call police and have you charged.  

Then there is this the attack on our vulnerable homeless: "A person impedes or obstructs, for the purpose of begging or soliciting alms, any person in any public place or in any place open to the public." This is will negatively impact homeless people, and put them at risk of being jailed for their inability to pay the fine associated with any citation issued. 

This bill is not "Pono," there is no "Aloha" in it!  This bill violates the 1st Amendment and more. If you value free speech, the freedom to protest and believe our vulnerable homeless should not be targeted because they are homeless oppose this bill.

MAR 31–FIRST CROSSOVER FOR CONCURRENT RESOLUTIONS – Deadline for concurrent resolutions to pass the required single floor vote in the originating chamber. Upon adoption by the originating chamber, concurrent resolutions move or "crossover" to the other chamber.

APR 8 -- SECOND LATERAL FOR SENATE CONCURRENT RESOLUTIONS – All Senate concurrent resolutions (SCRs) with multiple referrals must move to their final committee in the non-originating chamber (the House) by this day.

APR 9–SECOND DECKING(BILLS) – Deadline for bills that have been amended by the non-originating chamber to emerge from all their committees (with committee reports filed) and be submitted to the clerk of that chamber. This “decking” ensures a mandatory 48 hour opportunity for final review by the non-originating chamber’s members before third reading.
