A Deep Dive into the Governor’s Tax-Cut Proposal

Join the Grassroot Institute of Hawaii at two forums this month that will consider state budget issues and the governor's Green Affordability Plan

Hawaii’s state spending has ballooned in recent years, yet for various reasons the state also has a massive budget surplus. What will our lawmakers be doing with all that extra cash? 

Gov. Josh Green has already proposed his “Green Affordability Plan” to provide tax relief to Hawaii residents, and he is also asking the Legislature to put more money toward affordable housing and healthcare. 

So what exactly would the Green Affordability Plan do? And what about Hawaii’s debt and unfunded pensions? Can the state afford to both reduce taxes and increase spending?

To answer these questions, the Grassroot Institute has assembled a team of experts: Seth Colby, tax research and planning officer for the Hawaii Department of Taxation; Luis Salaveria, director of the Hawaii Department of Budget and Finance; and Joe Pluta, president of the West Maui Taxpayers Association.

During two luncheon events in March, they will discuss some of the tax proposals introduced at the Legislature, the outlook for the state budget, and where Hawaii is at in paying off its debt and unfunded liabilities. 

The first, featuring Colby and Pluta, will take place on Maui, Tuesday, March 21, at the Maui Arts & Cultural Center in Kahului from 11:30 a.m. to 1 p.m. Admission is $10 and includes lunch and parking. Joe Kent, Grassroot Institute executive vice president, will moderate.

The second, featuring Colby and Salaveria, will take place on Oahu, Wednesday, March 22, at a private club in Downtown Honolulu from 11:30 a.m. to 1 p.m. Admission is $30 and includes lunch and parking. Keli‘i Akina, Grassroot Institute president and CEO, will moderate.

Both discussions will welcome questions from the audience.
