Law Enforcement and Public Safety Agencies Announce Security Restrictions for the National Special Security Event, 2011 Asia – Pacific Economic Cooperation-Economic Leaders’ Meeting, November 12-13

News Release from Honolulu Police Department and US Secret Service

HONOLULU, HAWAII – The Asia – Pacific Economic Cooperation (APEC) Economic Leaders’ Meeting will take place on Saturday, November 12, 2011, at the Hale Koa Hotel and Sunday, November 13, 2011 at the J.W. Marriott Ihilani in Ko Olina.

Security and transportation restrictions have been coordinated to ensure the safety and security of the APEC Economic Leaders’ Meeting leaders and delegates. Every effort has been made to minimize the impact of these safety measures. The public’s cooperation and patience is appreciated during this time.

Road closures, parking restrictions, and changes to public transportation routes and public works services will be necessary during the APEC Economic Leaders’ meetings beginning the evening of November 11 through November 13. Additions or updates to this plan may be made prior to the start of the event.

Hale Koa Area Road Closures/Parking Restrictions/Pedestrian Screening: Impact for this area will begin at approximately 10:00 p.m. on Friday, November 11, and continue through approximately 11:59 p.m. on Saturday, November 12.

Road Closures: The closures will begin at approximately 10:00 p.m. on Friday, November 11, and continue through approximately 11:59 p.m. on Saturday, November 12. All of the following areas will be posted with “Emergency No Parking” signage. Fencing and other physical barriers will also be in place as will uniformed law enforcement officers. Vehicular traffic in the restricted zones will be limited to vehicles with a law enforcement/public safety function.

Pedestrian traffic inside the restricted areas will be limited to residents and owners/employees of local businesses that fall within the secure area. Government issued photo identification, such as a driver’s license, non-driver photo identification or passport will be required to gain access.

  • ¨ Ala Moana Boulevard will be divided in half by the existing median and concrete jersey barrier to create two sets of EASTBOUND (Koko Head) traffic lanes from Kahanamoku Street to Kalakaua Avenue.

The Inner EASTBOUND (Koko Head) traffic lanes of Ala Moana Boulevard, will be RESTRICTED TO APEC ACCESS ONLY.

  • ¨ Ala Moana Boulevard, WESTBOUND (Ewa) side lanes will run EASTBOUND (Koko Head) ONLY from Kahanamoku Street to Kalakaua Avenue and remain open to unrestricted vehicular, pedestrian and general public traffic.
  • ¨ Kalakaua Avenue will be divided in half by concrete jersey barrier for the EASTBOUND (Koko Head) lanes creating restricted and unrestricted zones.
  • ¨ Kalakaua Avenue from Ala Moana Boulevard to Saratoga Road will be RESTRICTED TO APEC ACCESS ONLY. The EASTBOUND (Koko Head) lanes OUTSIDE of the APEC ACCESS ONLY lanes will be OPEN for general public and run from Ala Moana Blvd to the Kalakaua Avenue/Kuhio Avenue split where all general public traffic will be diverted onto Kuhio Avenue.
  • ¨ Saratoga Road will be divided in half by concrete jersey barrier to create two sets of lanes between Kalakaua Avenue and Kalia Road.

Saratoga Road, WESTBOUND (Ewa) side lanes will be RESTRICTED TO APEC ACCESS ONLY.

Saratoga Road, EASTBOUND (Koko Head) side lanes will remain open with unrestricted access by the general public, residents and businesses.

  • ¨ Kalia Road will be restricted from Ala Moana Boulevard to Saratoga Road for APEC ACCESS ONLY.
  • ¨ General public requiring vehicle access to Saratoga Road, Beachwalk Road, and Kalia Road from Saratoga Road to Helumoa Road, must enter at Lewers Street and will be subject to a vehicle security screening on Lewers Street between Helumoa Road and Kalia Road.

Lewers Street, during the restricted closures, will run SOUTHBOUND (Makai) against the normal traffic pattern from Kuhio Avenue to Kalakaua Avenue to allow access for vehicles entering the Lewers Street security checkpoint.

  • ¨ All lanes of Beachwalk Road traffic will run NORTHBOUND (Mauka) ONLY against the normal traffic pattern toward Kalakaua Avenue.
  • ¨ There will be intermittent closures of other intersections in the vicinity of the Hale Koa that will periodically affect vehicular and pedestrian movement.

Restricted Parking Zone: Vehicular parking restrictions will be coordinated and enforced by the Honolulu Police Department. All affected areas will be posted with “Emergency No Parking” signage. The restrictions will begin at November 11 and discontinue on November 13 at 11:59 p.m. However, due to ongoing preparations in the area, some parking spaces may be utilized by vendors related to the event starting as early as November 7. This start time will be reflected on the “Emergency No Parking” signs. Drivers should use caution in parking in these areas during this period and ensure they are not in a work zone.

  • ¨ Ala Moana Boulevard, EASTBOUND (Koko Head) from Kamakee Street to Atkinson Drive.
  • ¨ Ala Moana Boulevard, EASTBOUND (Koko Head) and WESTBOUND (Ewa) lanes between Holomoana Street and Kalakaua Avenue.
  • ¨ Hobron Lane from Holomoana Street to Ala Moana Boulevard.
  • ¨ Kalakaua Avenue between Ala Moana Boulevard and Saratoga Road.
  • ¨ Olohana Street between Kalakaua Avenue and Kuhio Avenue.
  • ¨ Kalaimoku Street between Kalakaua Avenue and Kuhio Avenue.
  • ¨ Lewers Street between Kalakaua Avenue and Kuhio Avenue.
  • ¨ Lauula Street between Lewers Street and Seaside Avenue.
  • ¨ Helumoa Street between Lewers Street and end of roadway.
  • ¨ Beachwalk Road between Kalakaua Avenue and Kalia Road.

  • ¨ McCully Street, EASTBOUND (Koko Head) side lanes from Ala Wai Boulevard to Kalakaua Avenue.
  • ¨ McCully Street, all lanes South King Street to Kapiolani Boulevard.
  • ¨ Niu Street between Ala Wai Boulevard to Kalakaua Avenue.
  • ¨ Pau Street between Ala Wai Boulevard to Kalakaua Avenue.
  • ¨ Keoniana Street between Ala Wai Boulevard to Kalakaua Avenue.
  • ¨ Kuamoo Street between Ala Wai Boulevard to Kuhio Avenue.

Pedestrian Screening: Pedestrians who approach the secure perimeter fencing around the Hale Koa will be subject to a visual inspection for weapons.

Guidance for Residents/Businesses near the Hale Koa Hotel: Impact for this area will begin at approximately 10:00 p.m. on Friday, November 11, and continue through approximately 11:59 p.m. on Saturday, November 12.

LUANA WAIKIKI HOTEL/RESIDENCES 2045 KALAKAUA AVENUE: Residents vehicle access to the hotel complex will be facilitated through a security checkpoint at Kalakaua Avenue and Ala Moana Boulevard. Residents will be required to show photo identification as proof of residence such as a valid driver’s license, state identification card, valid military identification card or passport which will be cross referenced with a hotel list by Luana Waikiki staff. Any visitor’s accessing this complex must be escorted by a resident. Visitors without a residential escort will not be allowed access.

Pedestrian access for residents and guests will be at the King Kalakaua Park entry /Access point. Residents will be required to show photo identification as proof of residence such as a valid driver’s license, state identification card, valid military identification card or passport which will be cross referenced with a hotel list by Luana Waikiki staff.

Mail deliveries: Normal deliveries.

Parking for Luana Waikiki Hotel/Residences: Will not be impacted.

ALOHA MINI MART GAS STATION, 2025 KALAKAUA AVENUE: Access to this business will be restricted to Luana Waikiki residents and guests for purchases. After conducting business, patrons will not be permitted to loiter and must return to their residence. Mini Mart employees will be facilitated through a security checkpoint at Kalakaua Avenue and Ala Moana Boulevard. GAS PUMP USAGE WILL BE RESTRICTED TO LAW ENFORCEMENT / MILITARY SECURITY PERSONNEL ONLY.

ELITE PARKING, KALAKAUA AVENUE: Company employees will be facilitated through a security checkpoint at Kalakaua Avenue and Ala Moana Boulevard.

U.S. POST OFFICE, 300 SARATOGA AVENUE: This business will be closed while the secure zone is in operation. All customers requiring U.S. Postal Service related service on November 12 between 9:00 a.m. to 1:00 p.m. will be directed to alternative USPS locations. US Postal Service customers maintaining post office boxes at this location will not be allowed access while the secure zone is in operation.

FORT DERUSSY ARMY MUSEUM: This business will be closed.

HALE KOA BEACH AND HALE KOA PARK: No Public Access. These areas are restricted to APEC access only.

The public will be able to access public beach areas near the Outrigger Reef Hotel by utilizing Public Beach Path 141A on Kalia Road and Hilton Hawaiian Village via Kahanamoku Street.

HILTON HAWAIIAN VILLAGE, ILIKAI MARINA CONDOS, THE MODERN HOTEL, HAWAII PRINCE HOTEL AND ALA WAI YACHT HARBOR: Residents and guests must utilize Ala Moana Boulevard, EASTBOUND (Koko Head) and turn on Holomoana Street, behind the Hawaii Prince Hotel, go through the vehicle sweep checkpoint and continue on Holomoana Street to their destination.

All residents and guests entering the vehicle security checkpoint at Holomoana Street will utilize Kahanamoku Street to exit the properties listed above. There will be no access to or from Ala Moana Boulevard, Kalia Road or Paoa Place.

Hilton Hawaiian Village guests should utilize Public Beach west for beach access.

J.W. Marriott Ihilani Ko Olina Area Road Closures/Parking Restrictions/Pedestrian Screening: Impact for this area will begin at approximately 11:00 p.m. on Saturday, November 12, and continue through approximately 11:00 p.m. on Sunday, November 13.

All visitors and residents should anticipate roadway restrictions on H-1 Freeway westbound and Farrington Highway between Waikiki and Ko Olina on November 13 from 8:30 a.m. through 9:30 a.m. All are advised to use alternate routes during this time period.

Road Closures: The closures will begin at approximately 11:00 p.m. on Saturday, November 12, and continue through approximately 11:00 p.m. on Sunday, November 13. The restrictions will begin at November 12 and discontinue on November 13 at 11:59 p.m. However, due to ongoing preparations in the area; some streets may be utilized by vendors related to the event starting as early as November 7. This start time will be reflected on the “Emergency No Parking” signs. Drivers should use caution in parking in these areas during this period and ensure they are not in a work zone.

  • ¨ Ali’inui Drive
  • ¨ Olani Street
  • ¨ Koio Drive
  • ¨ Kamoana Place

Guidance for Residents/Businesses near the J.W. Marriott Ihilani Ko Olina: Impact for this area will begin at approximately 11:00 p.m. on Saturday, November 12, and continue through approximately 11:00 p.m. on Sunday, November 13.

KAI LANI COMMUNITY RESIDENTS: For Kai Lani residents/guests (ONLY). Vehicular traffic requiring access to this community will utilize the Ko Olina exit ramp from Farrington Highway, EASTBOUND and proceed to the Kai Lani community entry point via Ali’inui Drive.

Vehicle traffic exiting the Kai Lani community will be directed toward Farrington Highway, EASTBOUND on ramp ONLY. All exiting non-emergency traffic will be restricted during APEC motorcade movements.

All vehicular traffic requiring access to the Ko Olina Community will be utilizing Farrington Highway (EAST) and Koio Drive Entrance. There will be unrestricted access until security checkpoint.

MAKAIWA BEACH PARK: Emergency Vehicles only.

PARADISE COVE: Closed to the general public.

KO OLINA GOLF COURSE: Open to the general public.

KO OLINA COMMUNITY SHOPPING PLAZA: All individuals requiring vehicular or pedestrian access to this secure zone will be subject to security screening at the intersection of Kamoana Place and Ali’inui Drive or Coconut Plantation exit gate. We encourage all to plan accordingly. All traffic will be restricted during APEC motorcade movements.

COCONUT PLANTATION COMMUNITY RESIDENTS: Residents vehicular or pedestrian access to the Coconut Plantation Community will be facilitated through a security checkpoint at Kamoana Place and Ali’inui Drive. Residents exiting Coconut Plantation will be subject to security screening at the Coconut Plantation exit gate before being allowed to enter the secure zone. All traffic will be restricted during APEC motorcade movements.

DISNEY AULANI RESORT: All Disney guests and employees will be allowed to enter the property using a designated lane at the intersection of Ali’inui and Kamoana Place. They will be directed by Disney staff to the proper parking area within the Disney Complex. This will be the ONLY available access point for all guests and employees when the secure zone is activated. We encourage all guest and employees to plan ahead and to allow extra time to arrive at their destination. All resort guests requesting beach access may be subject to security screening.

J.W. MARRIOTT/DISNEY AULANI LAGOON BEACH: Restricted access to J.W. Marriott/Disney Aulani guests ONLY. No public access.

PUBLIC TRANSPORTATION:

Routes 8, 19, 20, 23, 24, 42, and CountryExpress E will be detoured in the Waikiki-Ala Moana area from Friday, November 11 through Sunday, November 13. The detours will be for a full 24 hours on each day.

Specific detour information will be disseminated by the Department of Transportation Services and Oahu Transit Service, Inc.

Bus riders whose routes are impacted by the street closures should plan for their bus trips to take a significant amount of additional travel time.

MARINA/WATERWAY RESTRICTIONS:

The public will see an increased U.S. Coast Guard presence on the water beginning November 11 through November 14 as units of the Coast Guard Sector 14, Honolulu, begin operating an increased patrol schedule throughout the Honolulu and Waikiki areas during APEC.

The Coast Guard's initiatives are one of many layers of increased security during the APEC. The Coast Guard will continue to perform its standard missions of search, rescue and law enforcement in addition to their homeland security responsibilities.

Restricted Parking Zone: Vehicular parking restrictions at Ala Wai Harbor will be coordinated and enforced. All affected areas will be posted with “Emergency No Parking” signage. The restrictions will not be enforced until November 7 at 6:00 a.m.

However, due to ongoing preparations in the area, some parking spaces may be utilized by vendors related to the event starting as early as November 6. This start time will be reflected on the “Emergency No Parking” signs. The restrictions will end on November 13 at 11:59 p.m.

ALA WAI YACHT HARBOR AND CANAL SECURITY ZONE: The security zone will begin November 10, 12:00 p.m. and conclude on November 13, 11:00 p.m. The zone consists of the first two boat rows at Ala Wai Harbor (Front Row, Work Dock, Loading Dock, Docks G, F, south face of D and X, Row 400) and the Ala Wai Canal from the Ala Wai Harbor to the McCully Street Bridge. There will be no movement of vessel traffic in these areas. All other vessel traffic will be permitted to move in and out of the remaining unrestricted zone.

WEST WAIKIKI ZONE: This security zone will begin November 11, at 11:00 p.m. and conclude November 12, 11:00 p.m. This zone encompasses the beach access areas behind the Hilton Hawaiian Village, Hale Koa Hotel and Fort DeRussy Park. The zone will extend 2,000 yards offshore (see map). The beach access is restricted to all personnel and vessels. No public access.

EAST WAIKIKI ZONE: This security zone will begin November 11, at 11:00 p.m. and concludes November 12, 11:00 p.m. This zone encompasses the beach access areas East of Fort DeRussy Park and continues to the Sheraton Waikiki. The zone is closed for vessel traffic ONLY and will remain OPEN for general public.

HONOLULU INTERNATIONAL AIRPORT ZONE: This security zone will begin November 11, at 11:00 p.m. and conclude November 14, 12:00 p.m. This zone extends 3,000 yards off shore and bordered by the Day Beacon 13 and Kalihi Channel Buoy No. 5. The zone is closed to all vessel traffic.

KO OLINA OFFSHORE ZONE: This security zone will begin November 12, at 11:00 p.m. and conclude November 13, 11:00 p.m. This zone extends 3,200 yards off shore and bordered by Kahe Point Beach Park and Barber’s Point Harbor. The zone is closed for all vessel and personnel traffic. Vessel traffic will not be restricted into Barber’s Point Harbor.

AIRSPACE RESTRICTIONS:

An interagency airspace security plan will be implemented to provide secure airspace over the Honolulu area during the APEC conference. A Federal Aviation Administration (FAA) advisory listing enhanced restrictions was released October 4, 2011.

The Notice to Airmen (NOTAMs) may change with little or no notice. Pilots are strongly encouraged to check NOTAMs frequently for possible changes prior to operations in the area or contact a Flight Service Station at 1-800-992-7433 to check for all current NOTAMs.

Pilots may also contact FAA Systems Operations Support Center (SOSC) at 202-267-8276 or through the FAA’s website http://tfr.faa.gov/tfr2/list.html.
