Rep. Thielen challenges HMSA mandate on imaging

Representative Cynthia Thielen (Kailua, Kaneohe Bay)  on Tuesday, February 23, 2014, challenged HMSA during a Judiciary committee hearing about the company's mandate to have doctors ask for permission to prescribe imaging for patients to out-of-state sources.

Rep. Thielen Questions Desalinization Technology in Committee

Representative Cynthia  Thielen (Kailua, Kaneohe Bay) supports the sustainability of Kaho‘olawe and questions desalinization technology during a joint hearing of the House Water and Land Committee and the House Ocean, Marine Resources, and Hawaiian Affairs Committee.

HB 2035 RELATING TO SUSTAINABILITY.

Description:  Establishes a three-year pilot project to promote photovoltaic powered desalinization on the island of Kaho‘olawe and to study the benefits of the technology's use.

On Friday, February 19, 2016, HB 2035  passed second reading and was referred to the Finance Committee.

Rep. Thielen questions shark fin fines in Ocean, Marine Resources, and Hawaiian Affairs (OMH)

Representative Cynthia Thielen (Kailua, Kaneohe Bay) questions how high the fines are for shark fins and whether the penalty goes high enough during discussion on HB1734 in the Hawaii House committee on Ocean, Marine Resources, and Hawaiian Affairs.

Bill Title: Relating to Marine Life Protection

Description:  Creates administrative penalties for any person who knowingly captures, kills, or takes any shark or ray within state marine waters. Provides exemptions for native Hawaiian gathering rights and cultural practices, research purposes, and public and personal safety.

Rep. Thielen is one of the introducers of HB 1734.  On February 12, 2016 it passed Second Reading by the House of Representatives and was referred to the Judiciary committee.

Rep. Bob McDermott addresses HB1902  - Sex Trafficking

Representative Bob McDermott (H District 40 Ewa, Ewa Beach, Ewa Gentry, Iroquois Point)  addresses HB1902 reducing a felony to a   liability offense if a minor is the victim of sex trafficking.

Measure Title: RELATING TO SEX TRAFFICKING.

Report Title:  Sex Trafficking

Description:  Replaces the offense of Promoting Prostitution in the First Degree with Sex Trafficking to be classified as a violent crime. Makes Sex Trafficking a class A felony and a strict liability offense if a minor is the victim of sex trafficking. Provides that the offense of prostitution for a person younger than eighteen years of age is a violation. Establishes a class C felony for the act of paying for sex in reckless disregard of the fact that the other person is a victim of sex trafficking. Expands the Department of the Attorney General's Statewide Witness Program to include sex trafficking; provides victims with access to criminal injury compensation; and amends laws relating to civil liability for cases of coercion into prostitution. Makes amendments to strengthen enforcement of laws and increase penalties against the sex trafficker. (HB1902 HD1)

Report Title:  Foster Children

Description:  Updates the wording from "foster boarding home" to "resource family home" and "foster parents" to "resource caregivers"; establishes qualified immunity for resource caregivers and child caring institutions; adds the requirement that resource caregivers and child care institutions use the reasonable and prudent parent standard when authorizing children in foster care to participate in activities; and changes the age from sixteen to fourteen years of age for children in foster care to be involved in their foster care plans. (HB2350 HD1)

On Feb. 19, 2016 HB2350 Passed Second Reading as amended in HD 1 and referred to the committee  JUD passed and has been referred to Finance.
