City launches Primary Urban Center Development Plan outreach

News Release from City and County off Honolulu, July 31, 2018

The Department of Planning and Permitting has launched a public effort to update the Primary Urban Center Development Plan and is seeking input on what should be included in the plan.

Over the next 18 months, the department will hold workshops, meet with community leaders and neighborhood boards, host pop-up events, and conduct online and mail-out surveys in its effort to update the development plan. The department anticipates releasing a public review draft in the Fall of 2019.

Upcoming pop-up events:

  • 2 – Makiki Farmer’s Market, 4-7 p.m.
  • 3 – Pearl City Shopping Center (outside Don Quijote), 3-6 p.m.
  • 4 – Hālawa Xeriscape Garden, 10 a.m.-1 p.m.
  • 7 – Fort Street Mall Farmer’s Market, 10 a.m.-1 p.m.
  • 8 – Blaisdell Center Farmer’s Market, 4-7:30 p.m.
  • 10 – Mānoa Farmer’s Market, 8-11 a.m.

The Primary Urban Center stretches from Kāhala to Pearl City, extending along a portion of O‘ahu’s southern coastline to the top of the mountain watersheds. The area is home to 444,000 people and is the most populous and urbanized of the eight development plan areas.

The Development Plan establishes the vision for the Primary Urban Center through 2040 and addresses land use, transportation, infrastructure, parks, open space, sustainability, sea level rise, economic development, and public services. The Primary Urban Center Development Plan is one of eight sustainable communities and development plans that implements the vision and policies in the O‘ahu General Plan.

The Department of Planning and Permitting is encouraging residents to participate in the online survey, which is available at More information about the Development Plan is available at
