HNN: …"At first it was yelling once a week. Then, it turned into yelling more often. Then, he tore down some of his blinds. Then it turned into him yelling a lot more and smashing out his windows."

Garret said his neighbor also threatened to kill his 8-week-old baby. He got the threat on video.

"You ain't got no f*****g  business putting him in that f*****g room," the neighbor can be heard saying in the video.

The case illustrates the difficulty in dealing with a mentally unstable neighbor.

Big Island authorities acknowledge Garret's neighbor has a mental illness. And witness say his violent tantrums can last for days.

But despite dozens of calls to police over the past nine months, there have been no charges and the man still hasn't received the treatment he needs.

Garret says it's gotten so bad he's afraid to leave his wife and baby home alone.

"When he was taken for an involuntary psychiatric evaluation yesterday the officers took him at about 10 a.m. and he was back at his home before 7 p.m.," Garret said. "He was only in the hospital eight hours."….

‘Shoot up’ threat puts Kapolei Middle school on lockdown

SA: The threat was made Thursday on Instagram with a message from an individual saying he or she planned to “shoot up” Kapolei Middle at 8:30 a.m. Friday. The post has since been removed.

Police have initiated a first-degree terroristic threatening case. No arrests were made as of Friday afternoon.

School administrators said students who make such threats face serious penalties from detention to dismissal and possible arrest and criminal charges.

In a letter being sent to parents and guardians of Kapolei Middle students, state schools Superintendent Christina Kishimoto encouraged parents to talk with their children and “emphasize the seriousness of these types of threats.”

According to police, first-degree terroristic threatening is a Class C felony that carries a penalty of up to five years in prison….

HNN:  … fully staffed ambulance costs about $1.5 million per year and Representative Gene Ward says it's important to consider Hawaii's rising homeless problem as well.

"Some people suspect that as the ambulances are being used as the taxi for the homeless, I want to quantify how much of the emergency response is being utilized by the homeless," Ward said. 

EMS says homeless people make-up about 10 percent of all their calls. Last year, one homeless person was transported 194 times….

Lawyer: Coco Palms Grifters’ document designed to harass judge

KGI: …Coco Palms is scheduled to be in court again next week, this time with a judge’s attorney (why does the judge need a lawyer?) arguing for a motion to strike a document that was filed by the defendants late last month.  (OK, but how about arresting the rapist-author?)

The document, entitled Default Judgment and Notice of Entry, is time-stamped by The Hawaiian Judiciary Court of the Sovereign, and charges state District Court Judge Michael Soong for contempt of court with court orders and threatens to arrest Soong if he does not surrender.

According to a notice filed by Soong’s lawyer Robyn Chun, the document filed by the defendants is disrespectful, an abuse of the judicial process and virtually incomprehensible.

“These allegations of wrongdoing against Judge Soong are complete fabrications; they have no basis in fact whatsoever and they are impertinent and disrespectful,” Chun says in court papers.

The Default Judgment and Notice of Entry are nonsensical, Chun argues in the notice, and contain legalistic gibberish, making threats of arrest without any merit.

“They can only be designed to harass Judge Soong and to prolong this case. Judge Soong respectfully requests that the Default Judgment and Notice of Entry be stricken from the record,” Chun says…..

HB2570: New Way to Eradicate last affordable housing in Hawaii

HTH: A bill would attempt to fix the problem of substandard roads in private subdivisions by requiring Hawaii County to assess and spend road maintenance fees.

House Bill 2570 would start a three-year pilot program that would involve the county and state Department of Transportation identifying roads that are in such disrepair that emergency vehicles experience unreasonable delays.

The county would then collect fees from lot owners in the subdivisions to pay for road improvements and maintenance.

Rep. Joy San Buenaventura, who introduced the bill, said it’s intended to stop infighting within the large private subdivisions regarding who to pay fees to and provide additional oversight. She said the county should take the responsibility since it approved the subdivisions.

“The Hawaii Supreme Court already said in these infrastructure-less subdivisions, there is a duty to contribute toward infrastructure,” she said. “But it never said who to do it.”

In-state tuition rules apply to undocumented students

SA: …I appreciated your article about the Missouri teen who wants to attend college in Hawaii (808ne.ws/215kline). I realize this Missouri teen will have to pay out-of-state tuition until she receives residency. Did you know that undocumented students at the University of Hawaii do not pay out-of-state tuition, but are granted in-state tuition? Therefore these students are given in-state tuition whereas the Missouri teen and others like her have to pay out-of-state tuition until they have obtained residency — a full year. I do not understand this…..

Tour buses must now pay monthly fee for Waimanalo Bay

SA: …Bill 93, originally introduced to the Honolulu City Council in October 2017, aimed to curb tour vehicles at the city’s Waimanalo beaches, as reported in an earlier Star-Advertiser story.

It establishes a $165 monthly fee for up to five permitted tour operators with vehicles that seat no more than 15 passengers ….

Former State Rep Richard Fale Trying to Buy NZ Rugby Team

SNZ: Prospective Warriors owner Richard Fale has a past that may not go down well at the NRL or among the club's fans.

Fale, who is the CEO of a consortium looking to buy the club off Eric Watson was embroiled in a financial scandal when running for office in US state elections in Hawaii….

The NRL has a fit and proper person test to asses potential club owners and before anyone can take over a club this must be passed, but there may be a few eyebrows raised about Fale.

He got into hot water for initially reporting to have received US$40,000 in election campaign contributions during the first 10 months of 2014, but later added US$23,000 when he rewrote his report.

He pleaded no contest in July 2016 at the Hawaii State District Court for failing to compile a complete and accurate candidate committee report.

Under the terms of his plea agreement, which was accepted by a Honolulu district court judge, Fale paid US$1000 to the Crime Victim Compensation Fund, published an apology and paid US$500 of fines.

Of the incident, attorney general Doug Chin said: "Former Representative Fale recklessly filed candidate committee reports that were not complete and accurate." ….
