Navy to Burn $334M on Oahu Solar Projects

Pacific Energy Solutions LLC,* Boca Raton, Florida, is being awarded $334,135,534 for firm-fixed-price task order 0002 under a previously awarded solar power generation multiple award contract (N62742-11-D-1192) for the procurement of electricity produced from renewable energy generation systems.

The work to be performed provides for purchase of reliable locally generated, alternating current, power from solar power generation systems that are designed, constructed, owned, operated, and maintained by the contractor on government property. The government will procure the power using the 10 USC §2922(a) authority. The sites under this task order include three roof tops and one ground mount location (Waipio Peninsula) at Joint Base Pearl Harbor Hickam; six roof tops and two elevated photovoltaic (PV) structures at Marine Corps Base Hawaii, Kaneohe, Hawaii; and one roof top and one elevated PV structure at Camp Smith, Aiea, Hawaii. Work will be performed in Oahu, Hawaii, and is expected to be completed by July 2040. No funds will be obligated with this award. Three proposals were received for this task order. The Naval Facilities Engineering Command, Pacific, Joint Base Pearl Harbor Hickam, Hawaii, is the contracting activity.

PES Awarded a US Navy MAC for Solar Power Generation

Pacific Energy Solutions, LLC (PES) was awarded a contract with the Naval Facilities Engineering Command (NAVFAC) Pacific to develop, construct, own, and operate solar projects under power purchase agreements valued up to $500 million at military bases in Hawaii.

Solar projects authorized under the Navy contract include installations on facility rooftops and parking shade structures, as well as ground-based structures at sites including Joint Base Pearl Harbor-Hickam, Wheeler Army Airfield, Schofield Barracks, Puuloa Range, Marine Corps Base Hawaii Kaneohe, and Camp Smith on Oahu; and the Pacific Missile Range Facility on Kauai.

“PES was ideally suited to pursue this kind of contract,” stated Don O’Shei, PES Chairman of the Board. “We have the right mix of development, financing, engineering, and construction capabilities and experience in renewable energy, Federal experience with NAVFAC Pacific, and Hawaii-based resources. We are pleased that NAVFAC recognized our strengths and selected us as a trusted partner.”
