State Constitutional Amendments—Pro and Con

WHAT YOUR VOTE MEANS: A “YES” vote means you are IN FAVOR of the amendment and the State Constitution or County Charter will be changed as proposed.

A “NO” vote means you are AGAINST the amendment and the State Constitution or County Charter will not be changed as proposed. In Hawai`i, proposed constitutional amendments by the Hawai`i State Legislature must be adopted by a two-thirds vote in each chamber during a legislative session or by a majority vote of each chamber in two successive legislative sessions.

A constitutional amendment is approved by voters if two qualifications are met: (1) Yes votes receive a majority of votes cast on that particular proposal, excluding blank and over votes, AND (2) Yes votes receive at least fifty percent (50%) of the total votes cast, including blank and over votes in that election. Honolulu Charter Amendments -- Pro and Con

The City Charter is Honolulu’s “Constitution.” It establishes the principles by which our city government operates. The Charter requires that the mayor and the City Council appoint a commission every ten years to review the Charter and submit proposed changes to the voters. The 2015-2016 Charter Commission reviewed 154 proposals.

Through deliberations at its public meetings, the Commission reduced the final number to 20….
