  • The total take requested under this amendment is 265 bats for the 20-year ITP/ITL permit term. This includes 60 bats (as part of Tiers 1-3) authorized under the approved HCP, and an additional 205 bats requested for authorization under Tiers 4-6 of the HCP Amendment  (pg 12)

Kawailoa Wind, LLC operates a 69-megawatt wind energy generation facility on agricultural lands in Kawailoa on the northern portion of O’ahu, supplying electricity to Hawaiian Electric Company, Inc. The project has an approved HCP and associated Incidental Take License (ITL) that was issued January 6th, 2012 for take of six bird species and one bat species protected under state and federal endangered species laws. Estimated take for one of those species, the Hawaiian hoary bat, has been higher than anticipated in the original HCP. Additionally, take has occurred of a protected bird species, the Hawaiian Petrel, not included in the original HCP and ITL. As a result the applicant has requested an amended HCP and amended ITL that increase the incidental take request for the bat species, and add the Hawaiian petrel as a covered bird species over the remaining 20-year permit term. Kawailoa Wind, LLC would implement avoidance and minimization measures and monitoring, and provide mitigation commensurate with the new take levels. Mitigation would include funding land acquisition, restoration of habitat, and/ or control of threats relevant to each species.

The public may send comments to the Approving Agency contact listed above, and copy the Applicant and Consultant. Comments must be received by December 24, 2018. The Division of Forestry and Wildlife will also hold a public hearing on O’ahu to receive comments. The date and location of the public hearing will be made available via legal notice.
