HB1184: Legislators Vote Down Infant Born Alive Protection Bill

Infant born alive protection bill (HB 1184) has scheduled a Hearing

The House Committee on Health has scheduled a hearing for HB1184, on Thursday, February 7, 2019 in the State Capitol Conference Room 329 at 8:30 AM. This bill was submitted for consideration in the previous legislative session but to the disappointment of many residents, the bill did not have a hearing.

The bill requires that babies born alive must be given full medical services of any other living human being. Most people assume that this is already the practice of our medical professionals. However, there is no Hawaii law that mandates those protections.

Recently, New York State’s legislature legalized “infanticide” – allowing a fully delivered, healthy baby to die by denying it medical care if the parents chose death for their child. To the people of Hawaii, this is too inhumane for our sensitivities. No child should die by neglect, especially when the child is in the presence of medical professionals who have the skills and equipment to save him or her.

All those who want to testify on behalf of the keiki who cannot speak for themselves are encouraged to submit testimony before 08:30 am Wednesday, February 8, 2019 if possible, but late testimony can be submitted up to the time of the hearing. Those who are able to attend the hearing are asked to provide oral testimony at the hearing as well.

We want to thank Representatives Mizuno and Kobayashi for scheduling this important hearing and will be grateful to the Committee members and all Representatives and Senators if this bill is expedited through the legislative process and sent to the Governor for signature at the earliest date possible.

Good news pro-life community!  The House Health Committee (after being bombarded with many of your requests to hear the bill) has scheduled the Infants Born Alive bill for hearing.  With all the attention New York and Virginia have been getting, its time to finally raise our voices in support of a good pro-life message.  It's been a long time since we've seen a positive pro-life message get a hearing - let's show our legislators that we support this bill.

HB1184 RELATING TO BORN ALIVE INFANTS

According to the bill, the purpose of this (Born Alive Infant Protection Act) is to ensure the protection and promotion of the health and well-being of all infants born alive as a result of an abortion performed in the state, to mandate that healthcare providers give medically appropriate and reasonable life-saving and life-sustaining medical care and treatment to all such born alive infants and to provide penalties for failure to provide medically appropriate and reasonable life-saving and life-sustaining medical care and treatment to all such born alive infants.

The hearing is scheduled for Thursday, February 7, 2019 at 8:30 a.m. in Conference Room 329.

ACTION:
1. Submit testimony online in SUPPORT of HB 1184 before 8:30 a.m. on Wednesday.
2. Show up at the hearing and stand in solidarity with the pro-life community.  
3. Pray for the legislators who are going to make a decision on whether or not to pass this bill out of committee
4. Ask all your friends and family to do the same.
I have heard a lot of people complain that our Hawai'i legislators don't hear pro-life bills.  Well, now is your chance to show them that the people of Hawai'i will stand for life!

TALKING POINTS

  • It’s no longer an abortion when the baby is delivered alive: it is a birth. Doctors and nurses must be equipped to do everything they can to save that live baby.

  • It is inhumane to leave a premature baby cold and alone on a table while it takes its last breaths. Abortion clinics must have the proper equipment and follow an appropriate standard of care to try to save the baby’s life.

  • Once a baby is born alive, it has every legal right to life-saving measures, just the same as every baby born in this state.

Infants Born Alive Bill - Dead in Committee

Just a quick email to let you know that the Infants Born Alive Act Bill (HB1184) was held (killed) in the House Health committee today.    That means the bill is dead.  It will not move to any more committees and if the legislators wanted to hear this issue again (which is highly unlikely), they would have to create a new bill next year.

The votes to "hold" (kill) the bill were as follows (please note that a YES vote is a vote to KILL the bill.  A NO vote was a vote NOT TO KILL the bill)

6 Ayes: Representative(s) Mizuno, B. Kobayashi, Belatti, San Buenaventura, Say, Tokioka;

1 Noes: Representative(s) Ward;

and 1 Excused: Representative(s) Nakamura.

Although this was not the best outcome of the bill, (we strongly supported the bill), it is the first time in many years that a PRO-LIFE bill was actually heard in a committee.  The oral testimony provided was overwhelmingly in support of the bill and we truly thank the sponsors of the bill (WARD, CABANILLA ARAKAWA, KONG, MATSUMOTO, MCDERMOTT) for creating a vehicle for the pro-life community to raise their voices, finally, in SUPPORT of something.

A more detailed analysis of the testimony in OPPOSITION of the bill will be done soon so you can better understand what happened at the hearing.

Continue to pray for the legislators.  It is a step, even if a small one, in the right direction.

We thank the community for their testimony today which was delivered with grace and we will continue to raise our voices for life!
