Description: Directs the Public Utilities Commission to accept filings and applications electronically no later than January 1, 2012. Allows use of automatic rate adjustment clause to meet revenue requirement when electric utility company and its electric utility subsidiaries aggregate their renewable portfolios to meet renewable portfolio standards. Requires the Public Utilities Commission to impose a civil penalty against gasoline dealers who violate the law. Requires the Attorney General to institute a civil action for civil penalties not paid in a timely manner. Effective July 1, 2030. (SB1347 HD2)

Report Title: Landowner Liability; Trespass

Description: Establishes that an owner of range land owes no duty of care, under certain conditions, toward a trespasser for injuries suffered by the trespasser that occur on range land, or to warn the trespasser of dangerous natural conditions or range activities or uses. Requires the Hawaii Farm Bureau Federation to submit a report to the legislature on the number of personal injury claims brought by or on behalf of trespassers against owners of croplands. Effective January 1, 2012, and shall be repealed on December 31, 2017. (SB1079 HD2)

Description: Exempts certain broadband infrastructure improvements from state and county permitting requirements. Exempts a person or entity from any requirement to upgrade or replace existing utility poles when using that pole to install new or improve existing telecommunications cables, under certain conditions that includes safety and engineering requirements. Allows public utilities and broadband providers to recover prudently incurred costs related to the planning, engineering, construction, installation, or replacement of utility poles.
