City seeks proposals for its third Housing First program

News Release from City and County of Honolulu, June 6, 2017

Honolulu – The City and County of Honolulu today published a Request for Proposals (RFP) to operate its third Housing First program. Housing First is a nationally recognized best practice that has proven to be the most effective and efficient approach to helping people experiencing chronic homelessness get into housing.

Housing First Increment III will provide permanent supportive housing to 100 households experiencing chronic homelessness at a cost of $2.2 million, leveraging $1.2 million in federal HOME funding with $1 million in city general funds. The deadline to submit proposals is Thursday, June 22, 2017. To view the RFP, please visit the Department of Budget and Fiscal Services Division of Purchasing website.

Housing First Increment III complements the city’s two existing Housing First programs. Housing First Increment I launched in November 2015 in partnership with the Institute for Human Services to provide permanent supportive housing to 115 households that were experiencing chronic homelessness. Housing First Increment II was launched in partnership with U.S. VETS in December 2016 to serve 100 households that were experiencing chronic homelessness. The three Increments combined will supportively house 315 households that were experiencing chronic homelessness.
