RFP Posted for Hawaii LNG Study

Request for Proposals for Studies to Help Evaluate Liquefied Natural Gas as an Energy Source for Hawai‘i

Announcement from Hawaii Natural Energy Institute September 18, 2012

Proposals are being solicited for a series of policy, economic and technical studies that will help energy stakeholders in Hawai‘i evaluate Liquefied Natural Gas (LNG) as an energy source for the state. This solicitation is promulgated through the Research Corporation of the University of Hawai‘i under Request for Proposal (RFP) No. 049-003 for the Hawai‘i Natural Energy Institute of the University of Hawai‘i at Mānoa.

The requested studies are to (1) assess the potential demand for LNG in Hawai‘i, (2) evaluate the costs and benefits of LNG compared to other fossil fuels, (3) identify the potential impacts of LNG on Hawai‘i’s economy and Hawai‘i’s energy future, and (4) identify and assess regulatory policies and practices that may be necessary or appropriate for Hawai‘i to consider for the importation of LNG.

Qualified firms and consultants are invited to submit proposals to the Hawai‘i Natural Energy Institute (HNEI) for studies to respond to one or more of the four parts outlined in the Scope of Work, Section 2.2 of this solicitation. For details of the solicitation, see the LNG Study RFP. If a bidder submits a proposal for more than one part, each part must be priced separately. HNEI may contract the four parts to the same or different bidders.

In a separate body of work, the Hawaiian Electric Company, Inc. (HECO) is contracting for studies to assess the technical feasibility of various import facility options and infrastructure requirements, and to assess different LNG supply options, including potential sources, pricing, security, and contracting options.

Together, the work product from this RFP and the HECO work should begin to provide a foundation to assist in planning and decision making as the importation and use of LNG in Hawai‘i is considered.
