In a very rare visit to the press cabin of Air Force One yesterday, President Barack Obama told reporters that the White House will not be leading any immigration reform efforts in 2010. Obama said: "…I've been working Congress pretty hard. So I know, there may not be an appetite immediately to dive into another controversial issue." Obama went on to assert that energy taxes were a higher priority, and that the election in November would make tackling immigration tough.

Apparently, Majority Leader Harry Reid didn't heed the President's advice. Several hours later, Reid, Senator Chuck Schumer (D-NY) and their colleagues from the left introduced an immigration reform framework that on the surface is identical to the legislation America rejected in 2007. When you dig down, it may be worse.

The American people just don't believe that Washington has any idea about why the financial crisis happened or how to regulate our financial system. According to Rasmussen Reports, 64% of Americans are not confident that policymakers in Washington know what they’re doing when addressing the current economic problems on Wall Street.

Today President Barack Obama's National Commission on Fiscal Responsibility and Reform will convene for the first time at the White House. Tasked with making recommendations to Congress that would put the budget in primary balance by 2015 and "meaningfully improve" our nation's long-term fiscal outlook, the commission meets a little over a month after Congress approved a new $2.5 trillion health care entitlement that the Obama administration now confirms will increase our nation's total health care spending.

President Barack Obama's favorite rhetorical device is to lecture the American people about what are and are not "legitimate" public policy arguments. So throughout the health care debate, President Obama insisted that it was "not legitimate" to claim that "a public option is somehow a Trojan horse for a single-payer system." This despite the fact that Reps. Barney Frank (D-MA), Jan Schakowsky (D-IL), Anthony Weiner (D-NY) and Nobel Prize winning New York Times columnist Paul Krugman were all caught on video explaining to single-payer advocates that the public option was exactly that.

Now the President is bringing the same audacity to the health care debate, telling a handpicked audience at New York's Cooper Union: "Now, there is a legitimate debate taking place about how best to ensure taxpayers are held harmless in this process. But what is not legitimate is to suggest that we're enabling or encouraging future taxpayer bailouts, as some have claimed. That may make for a good sound bite, but it's not factually accurate."

Some liberals in Congress want to pay for their massive new spending with a value-added tax, a sort of national sales tax on the price of goods at each stage of production. While popular in Europe, such a tax is a bad idea for the United States. And a significant number of lawmakers and even White House officials seem to agree.

Last week, Sen. John McCain (R-AZ) led a brigade of 85 Senators in a vote denouncing a VAT in America. McCain's non-binding sense of the Senate resolution accurately stated that a VAT would "cripple families on fixed income and only further push back America's economic recovery."

Speaking to an audience of big business and big labor executives (including Goldman Sachs' Lloyd Blankfein, Bank of America's Bruce Thompson and SEIU's Andy Stern) at New York's Cooper Union, President Barack Obama noted "the furious efforts of industry lobbyists to shape" the financial regulation bill "to their special interests." Obama then admitted, "I am sure that many of those lobbyists work for some of you. But I am here today because I want to urge you to join us, instead of fighting us in this effort." Obama should have saved his breath. Wall Street and big labor lobbyists have already joined forces to make sure the current Senate legislation has become a Wall Street Bailout Bill.

Back in the 70s, President Barack Obama's Director for Science and Technology Policy John Holdren even came up with a formula to measure capitalism's evil impact on the environment: I=PAT, which means that environmental impact is equal to population multiplied by affluence multiplied by technology. Thus according to the left, protecting the planet requires fewer people, less wealth and simpler technology. But this is just flat wrong. In fact, studies clearly show that important indicators of environmental quality actually improve as incomes and levels of consumption go up.

The Obama administration's game plan for passing their financial regulatory reform plan is clear: ignore the details of their bill, demonize Wall Street, and cast conservatives as the pawns of big bankers. But as Politico reports today, there's a complication in their battle plan: "The Democratic Party is closer to corporate America — and to Wall Street in particular — than many Democrats would care to admit."

Obama administration officials are claiming their plan "outlaws bailouts," but in fact it institutionalizes them forever.

According to a new poll by the Pew Research Center, public confidence in government is at one of the lowest points in a half century. Pew Research Center president Andrew Kohut writes in today's Wall Street Journal: "A desire for smaller government is particularly evident since Barack Obama took office." Last March, by 54% to 37%, more people said it was a good idea for the government to exert more control over the economy. Now, by 51% to 40%, a majority of Americans say they want less government control.

At the close of this week's nuclear summit, President Barack Obama told a press conference: "Whether we like it or not, we remain a dominant military superpower, and when conflicts break out, one way or another we get pulled into them."

Yesterday, Sen. John McCain (R-AZ) responded to these comments, calling President Obama's remark a "direct contradiction to everything America believes in." McCain went on to tell Fox News:

That's one of the more incredible statements I've ever heard a president of the United States make in modern times. We are the dominant superpower, and we're the greatest force for good in the history of this country, and I thank God every day that we are a dominant superpower.

For just over half of all Americans today is Tax Day. But for the other half it is just another day on the calendar. That’s because they pay no federal income taxes. The old saying goes “you can’t get something for nothing.” But these “non-payers” receive government services and benefits without chipping in.

The explosion of tax credits in recent years is the main reason that more than half of all taxpayers could soon pay no federal income taxes. Both political parties are fond of credits because they can use them to target benefits at politically valuable groups...most non-payers not only pay no income taxes, they actually collect cash payments through the tax code. For these recipients of government redistribution, Tax Day has become pay day.

But not only does the Obama administration's finance plan further empower the exact same bureaucrats who failed to prevent the last crisis, it also makes it more likely that those same institutions that made risky bad bets before will make the exact same mistakes again.

Last night, Politico reported that Service Employees International Union President Andrew Stern is expected to resign and, according to The New York Times, the resignation is about to happen very soon. If Stern does resign, he will be doing so while at the top of his game. Stern told The Las Vegas Sun last year: "We spent a fortune to elect Barack Obama - $60.7 million to be exact - and we're proud of it." President Obama is well aware of his huge debt to the SEIU. That is why he admits in his autobiography, "I owe those unions." And it also explains why Stern is the most frequent Obama White House visitor, according to official visitor logs.

President Obama's policy goals are just like President Reagan's. So why is anyone criticizing the White House's nuclear strategy? Because how we get to a nuke-free world matters.

Reagan knew that to eliminate the need for large nuclear arsenals, you must first start to eliminate the dependence -- both ours and others' -- on massive nuclear attack as the guarantor of security. That is why Reagan's first priority was to build up U.S. conventional forces and introduce missile defense. That allowed his negotiators to approach arms control agreements from a position of strength.

Just hours before President Barack Obama unveiled his Nuclear Posture Review (NPR) on Tuesday, Russian Foreign Minister Sergei Lavrov told reporters in Moscow that the Kremlin maintained the right to withdraw from the new START agreement if the United States pursued its missile defense program....

Michelle Obama:  “You can't really understand Barack until you understand Hawaii.”

The Hawaii General Excise Tax is the nation’s only “Value Added Tax”.  It crushes all independent productivity, leaving Hawaii with the highest utility rates, the highest fuel prices, and the least manufacturing of the 50 states.  But leading Obamabots have begun pushing for a “Value Added Tax” (VAT) to extract the wealth from Americans needed to pay for Obamacare and the rest of the spending which encompasses Obama’s corporate welfare state.  Now we know what Michelle meant.

Unfortunately for Americans, President Obama’s new strategy will have the exact opposite result of its intended effect. Instead of incentivizing countries to give up nuclear ambitions, it creates new incentives for them to maintain or develop their own nuclear programs.

Just three days after President Barack Obama's health plan was signed into law, AT&T announced that due to an obscure tax change in the bill, the nation's largest telephone company would take a $1 billion hit to its bottom line this quarter. According to health benefits analysts this tax law modification would shave as much as $14 billion from U.S. corporate profits. While it would have been better had these tax losses been made more public before Congress voted, at least these tax charges are transparent and easily quantifiable enough to get noticed by the American people. Unfortunately the same cannot be said of the hundreds of new regulations that the federal government will enforce as it tries to implement Obama's redistributionist health agenda.

Today the Labor Department's Bureau of Labor and Statistics released its monthly jobs report showing that the nation's unemployment is 9.7% for the third month in a row. While the jobs report does indicate that 162,000 net jobs were created in March, almost 50,000 of those jobs were temporary government Census jobs that do not reflect any real economic progress. In total, the U.S. economy has now lost a total of 3.8 million jobs since President Barack Obama signed his $862 billion stimulus plan. We are 8.1 million jobs short of the 138.6 million he promised the American people.

So if developing new energy sources that can create private sector jobs for Americans and new revenues for financially strapped states and the federal government is not the Obama administration's real goal, then what is? Well, President Obama's Energy Secretary Steven Chu, who was at yesterday's announcement, has said, "Somehow we have to figure out how to boost the price of gasoline to the levels in Europe." For reference purposes, when Secretary Chu said that, Europeans were paying $8 a gallon for gas at the pump.

In May 2004, FBI agents driving a black Suburban and wearing SWAT gear ran Evertson off the road near his mother's home in Wasilla, Alaska. When Evertson was face down on the pavement with automatic weapons trained on him, an FBI agent told him he was being arrested because he hadn't put a federally mandated sticker on a UPS package.

In the closing days of the Congressional health care debate, House Speaker Nancy Pelosi (D-CA) told the National Association of Counties: "We have to pass the bill so that you can find out what is in it." Today marks the end of just the first week of life under Obamacare and Speaker Pelosi has been proven right: we are just now finding out what is in it. This past Friday, AT&T, the biggest U.S. telephone company, announced that it would take a $1 billion charge against earnings thanks to tax changes buried in the 2,300+ page bill. $1 billion. That is a full third of AT&T's $3 billion earnings for the fourth quarter of 2009.

Caterpillar was quick to inform the markets exactly what Obamacare meant for its bottom line. Caterpillar announced that Obamacare would raise its insurance costs by at least 20 percent - or more than $100 million - just in the first year of the health-care overhaul program. And Caterpillar was not alone. Other Fortune 500 firms quickly followed suit announcing Obamacare hits to their bottom line including: Deere & Co., $150 million; AK Steel, $31 million; 3M, $90 million; Valero Energy, $20 million; and AT&T, $1 billion.

The New York Times reports: "Administration officials describing the draft treaty said its preamble recognized the relationship between offensive weapons and missile defense, but that the language was not binding." But the Times goes on to quote retired major general Vladimir Dvorkin who says Moscow will scrap the treaty if the U.S. pursues missile defense: "If, for example, the U.S. unilaterally deploys considerable amounts of missile defense, then Russia has the right to withdraw from the agreement because the spirit of the preamble has been violated."

Rumors of a possible Supreme Court retirement this summer have Washington buzzing with anticipation.  Adding to the intrigue is the controversial nomination of Goodwin Liu for the 9th U.S. Circuit Court of Appeals.  Senate Republicans used a procedural move Wednesday to postpone Liu’s hearing....

But the leftist majorities in Congress just do not care what the American people think. Today, the Senate will press forward with work on the proposed "fix-it" bill through the reconciliation process. You may have thought it was impossible to make the policy and process of Obamacare even worse, but that is exactly what this reconciliation bill does . . .

It is difficult to imagine the Ninth Circuit as any more radically liberal than it already is. Despite a few stellar judges, the Court is full of liberal activists who have earned it the reputation of having the highest Supreme Court reversal rate of any court in the nation.  But, with his latest judicial nominee, President Obama just may do what seemed impossible.

There are many red flags in the judicial record of Ninth Circuit nominee Goodwin Liu, who is Associate Dean at the University of California Berkeley Law School.  Here are just a few highlights....

This is why opposition to this bill will only grow. Supporters of this bill argue that popular hostility will recede upon its passage. But, rather than cementing our descent into a European-style welfare state, last night’s passage of Obamacare is best seen as a historic turning point, a true catalyst for real change.

I write to reassure our supporters, the conservative movement, and the American people at large that The Heritage Foundation will do all within its power to keep this issue alive in the public square and make the intellectual case for the repeal of this act. We will bring all our resources to bear on behalf of those who believe America is and will always remain the Land of the Free.

This, rest assured, can be done. The American people are never permanently thwarted. President Obama's health care legislation can and will be repealed.

The convoluted and questionable method under discussion by both Houses of Congress for final passage of the long-debated health care legislation raises serious constitutional concerns, which, at best, will lead to protracted and wholly avoidable litigation and continued doubt about the bill’s validity.

Another day, another no-show for the Obamacare reconciliation bill. House Democrats were quick to shift blame to the Congressional Budget Office (CBO) with Rep. Robert Andrews telling The Hill that the delay "has been much more technical than substantive. ... It’s not like what tax has to go or what spending has to go." Which is an interesting claim, since Politico reported that AFL-CIO President Richard Trumka was summoned to the White House yesterday afternoon "to discuss a higher-than-expected excise tax on some health care plans." In fact, Politico added: "A labor source said Trumka's meeting would focus on the entire bill, not just the excise tax question." Sounds like more than just technical details are still in flux.

The Senate health bill is so unpopular, even among House Democrats, that the leftist House leadership is desperately trying to trick the American people into believing that the House can pass the Senate bill without voting on it. Hence the Slaughter Rule which would deem the Senate bill passed at the same time the House would approve a new reconciliation bill. Speaker Nancy Pelosi (D-CA) was crystal clear on her motives this week telling a group of leftist bloggers: "It's more insider and process-oriented than most people want to know. But I like it because people don't have to vote on the Senate bill."

In theory, the federal government has $2.5 trillion stashed away in a nondescript office building in the sleepy little town of Parkersburg, West Virginia. That is where the Treasury Department keeps stacks of nonnegotiable Treasury bonds payable to the Social Security Administration. But as the Associated Press reported yesterday, for the first time since the 1980s, the federal government will not be adding to that stack.

Once Abercrombie quit, the whole House of cards fell down….

Federal bureaucrats, possibly the FDIC, will be given new "resolution authority" powers backed by a permanent $50 billion slush "resolution fund." If this new power is given to the FDIC, it would be the first time the FDIC's authority was extended beyond the banks that it directly insures. But more importantly, these provisions would establish a permanent TARP - the radioactively unpopular $700 billion Wall Street bail out slush fund.

While Democrats are trying to create the legislative text for President Obama's "new" health care proposal, Senate Democrats are also pushing to include student lending provisions in the reconciliation bill. What does student lending have to do with health care you might ask? Nothing. But the Senate routinely attaches seemingly unrelated matters to must-pass legislation.

That is what makes Majority Leader Harry Reid's (D-NV) refusal to honor Sen. Joe Lieberman's (I-CT) request to offer an amendment funding the D.C. Opportunity Scholarship Program (DCOSP) to the American Workers, State and Business Relief Act so transparently hypocritical.

As we pointed out last week, there is one not-so-minor difference between the Senate bill and the President's new proposal: the Senate bill actually exists. Now, Democrats may be telling their conservative counterparts that they will have reconciliation legislative text in front of the Budget Committee by tomorrow, but don't hold your breath.

Despite as many as 100 explosions which killed at least 38 people in Baghdad, Iraqis defied a desperate insurgency yesterday and turned out in strong numbers to choose a new Parliament. According to The New York Times, "turnout was higher than expected, and certainly higher than in the last parliamentary election in 2005. ... Sunnis who largely boycotted previous elections voted in force, and an intense competition for Shiite votes drove up participation in Baghdad and the south." The NYT went on to describe the election as "arguably the most open, most competitive election in the nation’s long history of colonial rule, dictatorship and war."

If out economy is losing fewer jobs this time, then why is our unemployment rate so much higher under President Obama's stewardship of the economy? The answer: job creation. Or actually the lack thereof. Back to the BLS data: through the first six quarters of the 2001 recession 47.6 million jobs were created, while only 40.3 million jobs have been created through the second quarter of 2009. That's a 7.9 million jobs gap.

There is one huge difference between the Senate bill and what the President kept referring to as my/our proposal: the Senate bill actually exists. For all the talk in Washington about Democrats in the Senate using reconciliation to pass a final version of Obamacare, one key fact has been overlooked: no reconciliation bill exists. Not in the House. Not in the Senate. Nowhere. It simply has not yet been written, and there are plenty of reasons to believe it never will.

On March 5th of last year, firefighter Travis Ulerick, of Dublin, Indiana, introduced President Barack Obama at a White House summit on health care. Upon hearing the first rumblings of dissent about the President's plan, Ulerick tells USA Today he thought at the time: "I definitely think it's going to have to be a huge consensus."

Obama promised to “cut taxes for 95% of workers and their families,” expand the Army by 65,000 and the Marines by 27,000, and enact “a net spending cut” for the federal government. Obama promised lower taxes, a strong defense and shrinking the size of government. No wonder independents in nine states that went for President George Bush in 2000 and 2004 switched their vote to Obama in 2008 (CO, FL, IN, IA, NV, NM, NC, OH and VA). But now those independents are beginning to reassess. Public Policy Polling (a liberal polling firm) notes that Obama now has a negative approval rating in every state that he flipped from the Bush column to his in 2008.

The latest attempt to force the U.S. economy to turn away from readily available, affordable fuels and leaving it to the tender mercies of untried, experimental and expensive technologies is a bipartisan effort by Sens. John Kerry (D-MA), Lindsey Graham (R-SC) and Joseph Lieberman (I-CT). A legislative package from them, according to The Washington Post on Saturday, would individually cap how much traditional energy the main pillars of the American economy would be able to use. This would of course cripple our economy....

Stop Oil Seeps California has a documentary on the problem of natural oil seepage, which, according to the Natural Resource Council, is a far bigger source of oil emissions into the ocean than man-made oil spills. Allen’s group contends that along with more drilling for oil would come more control over these natural seepages. Their film, which was screened this week at The Heritage Foundation, is called A Crude Reality.

The day before yesterday's White House health care summit, Sen. Kent Conrad (D-ND) told reporters: "The only way this works is for the House to pass the Senate bill and then, depending on what the package is, the reconciliation provision that moves first through the House and then comes here." When Conrad was reminded that Speaker Nancy Pelosi (D-CA) has repeatedly insisted that the House will not pass the Senate bill until the Senate passes a second bill that fixes the first, Conrad replied: "Fine, then it's dead."

This was the dynamic that President Barack Obama was trying to alter with his eventually-seven-hour meeting. And judging by pretty much every major news outlet, he completely failed.

Today's White House-sponsored health care summit is an insult to the intelligence of every honest American. President Barack Obama's communications minions are still trying sell his plan as an "opening bid" in the health care debate. But as Washington Post columnist Ruth Marcus asks: "With whom is he bidding?

The President told BusinessWeek: "[T]he irony is, is that on the left we are perceived as being in the pockets of Big Business. And then on the business side, we are perceived as being anti-business."

What the President fails to understand is that there is no irony here. It is entirely consistent for big government policies that favor select and politically connected big corporations to hurt the economy as a whole.

Flacking for President Barack Obama's "new" health care plan, White House Press Secretary Robert Gibbs told reporters assembled for yesterday's press briefing: "The president posted ideas of his on the White House website today. We hope Republicans will post their ideas either on their website, or we'd be happy to post them on ours, so that the American people could come to one location and find out the parameters of what will largely be discussed on Thursday." And this might have been a small bit of successful Obama administration gamesmanship on health care and transparency in government except for one small problem: reality. Not only do House Republicans already have their own health care plan, not only is it already available online, but the White House's own website already links to it!

The New York Times reported this past Friday that the White House is drafting, and will release this morning, a final health care bill they expect Congress to pass quickly. And this bill is specifically designed to pass without any conservative support:

Democratic officials said the president’s proposal was being written so that it could be attached to a budget bill as a way of averting a Republican filibuster in the Senate. The procedure, known as budget reconciliation, would let Democrats advance the bill with a simple majority rather than a 60-vote supermajority.

And a "simple majority" does not mean they need 51 Senators. The nuclear option the White House is now pushing, reconciliation, only requires the Obama administration to muster 50 votes before Vice President Joe Biden can cast a tie breaking vote in favor of a government takeover of health care.

There are some no-cost measures our federal government could take that could create the space for American entrepreneurship and private investment, resulting in real long-term job growth. Heritage fellow James Sherk identifies eight such measures . . .
