Soft on Crime: Kidnapping, Rape, Attempted Murder? Time Served
HNN: … A man who terrorized a young woman in East Oahu six years ago is getting out of prison. …
“Instead of simply robbing me of my vehicle or robbing me of my belongings, the defendant also chose to hold me hostage and use this as an opportunity to repeatedly sexually assault me throughout the night,” she said.
Shinagawa said her hands and legs were tied and she was gagged.
After four hours, Joseph took her to the ocean to drown her. She fought back until he let her go.
Joseph was charged with crimes including kidnapping, attempted murder and multiple counts of sex assault.
But the plea deal forced him to only admit to the kidnapping, robbery, car theft, theft, and identity theft.
All the sex crimes were dropped.
Shinagawa said the prosecutor’s office told her Honolulu police mishandled the identification of Joseph as her attacker. She said she had picked him out of a photo lineup.
“This was devastating to me,” she said. “I was assured that they were going to go for the maximum 25 year sentence.”
But two weeks ago, Shinagawa said she learned that as part of the plea deal, Joseph will be released for time served and will be on probation….

Soft on Crime: Steroid-Induced Tesla driver Nathaniel Radimak arrested again in Hawaii, less than a year after prison release for SoCal charges
ABC: … A man released from prison after serving less than a year of his five-year sentence for a series of road-rage attacks in Southern California has been arrested again for a similar offense in Honolulu, Hawaii.
According to the Honolulu Police Department, a driver in a gray Tesla sped past an 18-year-old driver who was parking her vehicle on Wednesday. The 18-year-old and the Tesla driver exchanged words, and the Tesla driver allegedly got out of his vehicle and assaulted both the young woman and her mother. Police said he then fled in the gray Tesla.
The Tesla driver was arrested on Thursday, and, according to Honolulu PD's booking records, was identified as 39-year-old Nathaniel Radimak -- the same suspect from the Southern California attacks….

Housing: Deed-Restriction Bills Fail
CB: … In 2021, Nolan Hong and his wife were trying to buy their first home on Oʻahu. They kept getting outbid with cash offers above the asking price.
“It became clear that many of the buyers we were competing against were not in the same boat as us — a local family simply trying to put down roots,” the couple wrote in legislative testimony supporting the Kama’aina Homes Program bill.
It was one of two bills proposed in this year’s legislative session that aimed to address the housing crisis by setting aside certain properties for residents. But lawmakers couldn’t hash out their differences, and both bills died….
The bill that Hong and his wife, Jamie Yamagata, testified in favor of would have funded county programs that give homeowners or homebuyers grants in exchange for agreeing to deed restrictions that limit ownership to people who work in Hawaiʻi.
A similar bill would have allocated funds so counties could provide grants to homeowners to construct accessory dwelling units — separate living quarters on the property — in exchange for deed restrictions.
The bills were based on a program in the ski town of Vail, Colorado. Since 2018, about 1,000 homes have been taken off the market in Vail for people who don’t live or work there, according to the text of one bill. …
