Case, Keohokalole announce plans to run for 1st Congressional District
HNN: … On Tuesday, State Sen. Jarrett Keohokalole made it clear: he’s ready to move from the State Capitol to Capitol Hill.
He will run against incumbent U.S. Rep. Ed Case to represent Hawaii’s 1st congressional district in the 2026 midterm elections….
Keohokalole announced his candidacy on the same day that Case declared he will seek a seventh full term in the U.S. House.
“In such a time of uncertainty, why would you want to change courses from somebody that has that much influence in Congress and whose influence is growing in Congress?” Rep. Case told HNN when asked about his new challenger.
The congressman serves on the powerful House Appropriations Committee.
“He is able to do a lot for Hawaii because of that position,” said HNN political analyst Colin Moore. “And so I think that’s going to be a central theme of his campaign, too, that he has experience, he has seniority, and he wants to keep doing the job.”….
CLUE: Keohokalole’s SD24 seat is not up for election in 2026 and legislators do not have to resign to run.

Cost of decarbonization still unknown, says HDOT
ASD: … HDOT released in June a draft of its Energy Security and Waste Reduction Plan, a series of proposed actions to reduce carbon emissions from the transportation sector in order to reach the state’s goals of zero emissions by 2045.
Solutions in the plan include widespread adoption of electric vehicles, efforts to increase use of public transportation, possible reduction of cruise ship arrivals, conversions to more environmentally friendly ship and plane fuels, and more.
But one thing is not included in the plan: a price tag. While the plan includes a few funding benchmarks for specific goals — HDOT intends to spend $40 million on EV infrastructure buildouts by 2030, for example — the document does not include a comprehensive cost breakdown of what the proposed strategies will cost and who will pay.
“We just don’t know yet,” said HDOT director Ed Sniffen told Aloha State Daily during an online meeting about the document Monday.….

Traffic gridlock leads city to pretend to reconsider evacuation advice
HNN: … Police were visible in their vehicles, using loudspeakers to warn pedestrians about the threat and blocking access to some evacuation zones.
But some drivers said they didn’t seem to be deployed for traffic control in key spots to facilitate the escape, especially in Waikiki where the ways out are limited.
Retired HPD deputy chief John McCarthy said traffic can be managed.
“It doesn’t take a whole lot of manpower to really shut Waikiki down or get traffic moving in or out of Waikiki,” he said….

Tsunami Gridlock: Hawaii Officials Have Learned Nothing in 40 Years
ILind: … The tsunami warning created massive gridlock across urban Honolulu, but luckily the damaging waves didn’t materialize.
I’m not talking about the scene in Hawaii yesterday.
I’m thinking back nearly 40 years to the tsunami warning on May 7, 1986…
… I just took a look at the State of Hawaii Integrated Preparedness Plan 2025-2026 (January 31, 2025). The word “traffic” does not appear in it. Various sub-plans discuss the category termed “Transportation,” but this focuses on organizing the resources needed to rebuild roads and bridges, and get airports and harbors functioning as soon as possible.
I asked ChatGPT to summarize recommendations for planning to deal with gridlock. Here’s its answer…

USS Carl Vinson ties up at Pearl Harbor while Tsunami Approaches
SDUT: … The USS Carl Vinson carrier strike group arrived in Hawaii on Wednesday for what’s expected to be its last stop before it returns to San Diego, wrapping up an often grueling deployment that has lasted roughly nine months.
Sailors crewed the carrier’s rails as it pulled into Pearl Harbor at an odd moment, just before a tsunami hit.
(CLUE: USCG was ordering all commercial vessels out of commercial harbors.)
A magnitude-8.7 earthquake off Russia produced a wave that raised the sea level in some areas of Hawaii by more than 5 1/2 feet overnight. There were no reports of widespread damage.
This is the carrier’s first port visit in 125 days….
