Rep Lowen Too Busy to Respond to Constituents

I live in Rep. Nicole Lowen's district. She never responded to my emails for several years. 

I asked her point blank about a month ago about this. She told me she was too busy to respond, and already knew the information I shared with her. In short, she made me feel like my emails were burdensome. 

It was suggested to me that I file a state ethics commission complaint against her. I started that process, but they responded stating this is a constituent services issue, not an ethics one. 

I am really at a loss what to do here aside from voting for her opponent the next time she's up for reelection.
