It’s a question advocates hope will move from dining room tables to the ballot this time next year based on a proposal among the 276 that have been submitted to the Honolulu Charter Commission — 10% of which touch on agriculture and food access….

“It seems kind of obvious: We all need to eat,” said Kima Wassel Hardy, the first to submit the proposal to the charter commission. “Let’s put it on paper.” 

(CLUE:  The ‘right to food’ combines with the State Constitution’s ‘Right to a clean and healthful environment’ to allow food snobs to dictate food consumption patterns to the rest of us.)

(Text of Proposed Charter Amendment:  “The residents of the City and County of Honolulu shall have the inalienable right to sufficient, nutritious, affordable, and culturally appropriate food, including access to traditional and locally grown food sources, necessary to maintain health, dignity, and well-being.”)

Public review period of the proposals begins in December as part of the monthslong charter amendment process….

… The Honolulu Charter Commission will spend the rest of November processing proposals from the public, with public review and meetings taking place from December until April. Final amendment proposals will be chosen in May, and appear on ballots in the November 2026 general election….

Maui County program paves the way for parking reform, but there’s still room for improvement

In particular, Maui’s parking reduction waiver can be used to reduce the amount of required parking for a project by up to 50%, if the applicant meets one of 10 criteria listed in the county code….

Authorities address gaps that allowed deed forgery and title theft

HNN: … Hawaii property owners have no way to prevent people from stealing their homes or land through forged deeds, according to a Hawaii News Now investigation into title theft.

The state Bureau of Conveyances processes about 250,000 documents annually and does not verify any document’s validity before recording it.

“If they’re being asked to stop and examine each one of them, it’s going to slow the system down. So that would affect the entire industry,” said Andrew Laurence, state Land Department communications director.

Real estate recording agencies across the country operate the same way, creating opportunities that criminals exploit….

The gap has spawned a new kind of insurance with companies like Home Title Lock charging more than $200 annually to monitor titles, alert property owners to unauthorized filings and help them restore their titles.

The Hawaii Bureau of Conveyances offers a free property watch service that alerts property owners when documents are filed on their property….

Honolulu EMS overhaul: No cuts, more staff, more units

KHON: … After a circulating letter accusing Honolulu EMS of shutting down or downgrading several ambulances starting in January that raised concerns about a reduction in coverage that could cost lives, EMS Director, Dr. Jim Ireland, said plainly, the closures are not happening.

“It’s false. And what that is, is a bid matrix where people select where they want to work, but it doesn’t reflect all the ambulances we have deployed,” said Ireland….

Ireland says 2026 will be one of the strongest years for EMS. He says the department is expecting 40 new hires to start in January, including 20 academy graduates, several EMTs and paramedics already onboard, and a dozen more recruits from Kapiolani Community College…
