Detention Basins Needed to Save Kihei from Floods
HJI: … Cook thinks the county needs to invest more in stormwater detention basins Upcountry to collect runoff and allow it to drain more slowly, but he said a major impediment to projects like these is the high liability to government and private owners of dams — a common feature of detention basins — under a state law passed after a 2006 dam failure on Kaua‘i that killed seven people.
Sen. Angus McKelvey, who represents North Kīhei and West Maui, had proposed a bill this session that would relax some dam restrictions if the owners have certain insurance coverage. The measure died in committee, but Cook said state lawmakers want to reintroduce it next year.
“It’s not going to stop happening until we have a major comprehensive flood management,” Cook said. “And it’s not just flood management, it’s water management program, that we can take the floodwaters that are coming down the mountain … keep the sediment up there, capture the water for either irrigation and recharging the aquifer.”
Cook sees detention basins as the most straightforward solution to the flooding and said “we need a lot of them.” …

City Charges $1,250 for Parking in Kalihi Valley

Residents celebrated when a city program restricted outsiders from leaving their cars there overnight. Now, though, the city is charging for the parking permits, and residents aren’t happy with the cost.
(TRANSLATION: The doo-gooders at Honolulu Hale just couldn’t resist turning this into a social engineering program.)
As of January, cars must have an annual residential permit or a $10 visitor’s day pass to park on the street between 6 p.m. and 6 a.m. Before the city temporarily slashed prices in half in December, the base price for a year-long permit for a household’s first car was going to be $125 a year. It would have cost twice that for a second car, three times for a third car and four for a fourth. A large family or multiple people living at the same address could end up paying $1,250 to park four cars on the road. …
As of the middle of this month, the city had sold 212 permits for the neighborhood’s roughly 390 parking spaces, according to city spokesperson Travis Ota, with 100 of those for first cars.
Over the years the permits were free during the pilot program, which was supposed to last one month in 2017 but became so popular it never truly wound down. The city gave out at least 570 permits.
Chris Clark, chief planner for the city Department of Transportation Services, said only about 20% of those who live in the restricted parking zone have bought passes….

MT: … Because no clinical guidance exists for medical providers in their long-term treatment of people exposed to jet fuel, the Defense Health Agency and the Department of Veterans Affairs should develop guidance, along with residents of Hawaii, for those exposed to fuel-contaminated water in the state in 2021, a new report recommends.
There’s not enough data to determine the risk of long-term health effects caused by exposure to that kerosene-based aviation fuel, known as JP-5, according to the report, which was based on research conducted by the National Academies of Sciences, Engineering, and Medicine….
