Abercrombie Jets off to Yacht Club to Sign Bills

5 Measures Directly Impact Hawaii Island

News Release from Office of the Governor July 1, 2014

HILO, Hawaii – In another first, Gov. Neil Abercrombie today at Hilo Yacht Club enacted measures (Acts 167 to 171) relating to the University of Hawaii at Hilo, public lands, the Hilo-based Pacific International Space Center for Exploration, and Hawaiian Home Lands. It was the first time a governor of the State of Hawaii signed bills into law on Hawaii Island.

“These measures have direct relevance to the people of the Big Island,” Gov. Abercrombie said. “Signing these bills here in Hilo allowed the legislators who introduced them to witness their becoming law alongside the very people who will be most affected. I applaud the members of our Legislature, including Hawaii Island legislators, for their leadership in advancing these important measures.”

Senate Bill 3093 (Relating to the University of Hawaii at Hilo)appropriates $200,000 to the University of Hawaii at Hilo to support its memorandum of agreement with RISE 21st Century After School Program.

House Bill 1823 (Relating to Public Lands) requires mediation in disputes regarding the fair market value or fair market rental of public lands and provides for binding arbitration in the event of unsuccessful mediation.

House Bill 2152 (Relating to the Pacific International Space Center for Exploration Systems) appropriates $500,000 to the Pacific International Space Center for Exploration Systems to support administrative and general tasks and strategic program initiatives.

Senate Bill 2953 (Relating to State Resources on Hawaiian Home Lands) provides that all royalties from geothermal resources on Department of Hawaiian Home Lands (DHHL) shall be paid to DHHL.

Senate Bill 2583 (Relating to the Pacific International Space Center for Exploration Systems and National Aeronautics and Space Administration Laser Communications Ground Station Initiative) appropriates $250,000 for an engineering assessment of a proposal to establish a laser optical communications ground station in Hawaii.
