Biennium Budget Community Input

From Office of Hawaiian Affairs

Pursuant to Chapter 10 of the Hawai’i Revised Statutes, as amended, OHA hereby provides the opportunity for public comment on its Biennium Budget. This public comment period runs from May 4, 2015 through May 15, 2015.

The OHA Biennium Budget is prepared every two years, for the ensuing two years. The current Biennium Budget covers the periods from July 1, 2015 through June 30, 2016 (FY 2016) and July 1, 2016 through June 30, 2017 (FY 2017).

OHA’s Core Operating Budget reflects the basic operating budget consisting of payroll, operations, and program expenditures and includes the following four (4) funding sources:

  1. Percentage of Investment Portfolio: withdrawals from the Native Hawaiian Trust Fund (NHTF), pursuant to its Native Hawaiian Trust Fund Spending Policy, limits annual withdrawals to five (5) percent of the NHTF’s twenty-quarter (20-quarter) rolling average market value, as defined, to ensure that resources held within the trust are available for future spending;
  2. Allocation of Kaka’ako Makai Revenues: allocated to OHA’s Core Operating Budget for grant funding and is calculated at ten (10) percent of estimated lease and other revenues generated from OHA-owned Kaka’ako Makai parcels;
  3. Ceded Lands Revenues: are received from the State of Hawai’i and have been set at $15,100,000 (Act 178, SLH 2006) per year, until further legislative action; and
  4. State of Hawai’i General Fund Appropriations: determined by the State Legislature during each Biennium. OHA has received state general funds since 1981 for a portion of its personnel and operating costs and to provide funding for services to beneficiaries.
