Hawaii Congressional special election “expected” for Saturday, May 22--Djou "ready"

UPDATE March 3: Hawaii's all-mail congressional election set for May 22

Chief Election Officer Scott Nago on Tuesday issued the official proclamation. Nago says all registered voters in the 1st Congressional District will receive a ballot by early May. Completed ballots must be returned by 6 p.m. on May 22. Candidates can file papers to run beginning Wednesday. The deadline for candidacy documents is March 17.

The election will be mail-in with a proposed ballot deadline of Saturday, May 22, 2010.  This tentative date is included in bid sheets issued or voting equipment by the Hawaii Office of Elections.  The bids will be opened at 12 Noon on March 8.  The bid sheet specifies one early voting site in Honolulu  (pg 8). 

From the Invitation for Bids, page 8: 

Pursuant to HRS 17-2 the Chief Election Officer shall issue a proclamation for the Special Election and the election can take place no earlier than 60 days from the proclamation.  The Chief Election Officer plans to issue the proclamation in March 2010 and the election will be held in may 2010.  It is expected that the proclamation will designate may 22, 2010 (Saturday) as the day of the election.  A variety of issues related to funding, logistical, and legal matters may impact that date.

DJOU: MAY 22ND SPECIAL ELECTION POSITIVE FOR HAWAII VOTERS

Charles K. Djou, Republican candidate for Hawaii’s 1st Congressional district, reacted to the announcement by the Office of Elections that it plans to hold the special election for Congress on May 22.

“I am encouraged by a prompt special election to fill the vacancy in Hawaii’s congressional delegation and my team is ready for a May 22 special election.  I am eager to bring my message of fiscal restraint and accountable government to Hawaii’s voters,” stated Djou

Djou, a law professor and Army Reserve officer, currently serves on the Honolulu City Council and previously served as the Minority Floor Leader in the State House.  A special election to fill Rep. Abercrombie’s seat now appears to be called on May 22.  The special election will be “winner-take-all” with all candidates, regardless of party, running in the election and the candidate with the highest votes declared the winner.  Djou is the only candidate in the Congressional race who lives in the 1st Congressional District and the only Republican.

HRP CHAIRMAN SUPPORTS MAY DATE FOR CONGRESSIONAL SPECIAL ELECTION

HONOLULU—Hawai'i Republican Party Chairman Jonah Ka'auwai released the following statement today on the Office of Election’s announcement of a date for the special election to fill outgoing Rep. Neil Abercrombie’s congressional seat:

“The people of Hawai'i were victors today.  While it may be beneficial for some candidates in this Congressional special election to manipulate the date of the election for their own political gain, the Office of Elections instead is working to make sure the 600,000 residents of Hawai'i’s first congressional district will have representation in Washington D.C. as soon as possible.

“I am excited for Hawai'i and the unique opportunity we have to make a national statement in support of fiscal accountability and limited government by electing Charles Djou to Congress.”

The Office of Elections is seeking vendors to provide voting equipment and will issue a proclamation by March 23 to finalize the date of the special election.

CQ Politics: May 22 Eyed for Hawaii Special Election

According to a document from the State Office of Elections in Hawaii, officials are proposing May 22 for the special election for Rep. Neil Abercrombie's (D) seat….

Abercrombie's departure has also set up an election headache for his party in the typically reliably Democratic district. Two well-known local Democrats, former Rep. Ed Case and state Senate President Colleen Hanabusa, and one well-known Republican, Honolulu City Councilman Charles Djou, are running in the winner-take-all contest.

CQ Politics currently rates this special election as Leans Democratic.

National Journal: Hawaii Officials Plan For 5/22 Special House Election

The HI State Office of Elections has set 5/22 as the target date for the special election to replace Rep. Neil Abercrombie (D-01), according to a 2/23 notice the office sent to vendors. Abercrombie will resign his seat on 2/28.

The information is included in the "invitation for bid" documents published by the state Office of Elections…."It is expected that the proclamation will designate May 22, 2010 (Saturday) as the day of the election," the bid documents state.

The date for the special election was included in an invitation to bid for vendors interested in providing voting equipment.

Scott Nago, the state's chief elections officer, said he would likely issue a proclamation calling the special election in late March, after the bids are reviewed.

The state needs new voting machines for the special election because of legal challenges to the voting machines used in the 2008 elections.
