Honolulu – The City and County of Honolulu announces the release of the 291-page Complete Streets Design Manual, which provides comprehensive information about the 2012 ordinance and can be downloaded for free at the Department of Transportation Services website: http://bit.ly/2e16C1S.

The Manual was created for the use by city staff, design professionals, private developers, community groups, and other community members involved in the planning and design of streets in the City and County of Honolulu. The concept of Complete Streets is to ensure that our streets and public spaces serve everyone’s transportation needs, whether they are traveling by car, rail, bike, bus or foot.  

The Manual will help the Department of Transportation Services implement a Complete Streets network across O‘ahu at every opportunity through repaving, reconstruction, or the building of new streets and roads. Complete Streets requires a context-sensitive approach so that streets fit the needs and character of individual communities. According to Mayor Kirk Caldwell, “Streets should be designed so that everyone, from our keiki to our kupuna, feels safe using them.”

In addition to releasing the new Design Manual, the city has hired a Complete Streets Administrator to oversee the program. Mike Packard, a professional engineer with more than 15 years of local transportation planning and design experience, will lead the effort to remake the City and County of Honolulu into a more walkable, bikeable and transit-friendly environment. Mr. Packard will lead a multi-departmental team that includes staff from the departments of Planning and Permitting, Design and Construction, Facility Maintenance, and Transportation Services.
