Bill 220: Hawaii County Concealed Carry ‘Sensitive Places’ Ban Unconstitutional

From HIFICO, Nov 13, 2022

Hawaii County has scheduled another hearing for Bill 220 Draft 3 - Sensitive Places which bans CCW in certain places. This bill has been through previous hearings and changes, however it still remains unconstitutional. This effort is an attempt to reduce the carry of guns by the law abiding people by making it as difficult to do as possible. It is a violation of our civil rights as re-affirmed in the recent preliminary injunction granted in Antonyuk (GOA) v Bruen finding most of New York's list of sensitive places unconstitutional.

This bill has been through previous hearings and new testimony needs to be submitted with each hearing, even if you had submitted before. Please read the bill for the complete list of banned locations.

Bill 220:

1. Completely bans firearms in any establishment that serves alcohol, to include any restaurants that serves alcohol such as Kuhio Grill, a family sit down restaurant in Hilo..

2. Complete ban on carry on public transportation such as the bus, who's users need it the most when getting off in dark hours and need to walk to remote locations.

3. Complete ban in all government buildings.

4. Likely a complete ban on carry in all parks. The bill states that the administrator of each park can allow for carry, but do you expect that to happen?

5. Bans in a lot of other places such as schools, churches, hospitals, doctors offices, etc unless permission is granted by the administrator. This is not how the constitution works.

Please email your written testimony by 12pm on Tuesday to Remember to write "Oppose Bill 220 Draft 3" on your testimony. Or testify on zoom or in person if possible.

Hearing is Wednesday November 16th at 9am.
