Five Months Later--Still No Concealed Carry in Honolulu

from HiFiCo, Dec 13, 2022

Here we are five months after the Supreme Court decision in Bruen and yet not a single Concealed Handgun License (CHL) has been issued on Oahu. The claim for the delays has always been public safety, but as we heard last night, that's far from the truth.

With a process now in place for people to get training and finally have their applications processed, the Chief of Police admits that he has no clue what he's doing.

Despite having more than 170 days to come up with a plan, Last night when asked if current applications would be processed by the end of the year, the Chief responded:

"I hope so. Er, we're still working through that. Er, we were looking at a 14-day process. I think that's probably a little bit, er, em, a little bit too quickly for my liking. I think its probably going to be closer to 30-days turnaround, em. But we're still working through that. We're still working through a process. Although we've created the rules, we still have to work through er, outside agencies such as medical, erm, facilities, medical people, and providers to give us back information. So that may be the longer pole in the tent there"

You would think that after all this time, they would have a set plan, a set procedure in place for how to process these applications. After all they process the same information in 14 days for tens of thousands of firearms permits each year. But here we have delays for just six people applying for CHLs.

What's it going to be like when he gets 1000 applications? How about 10,000 or 50,000? After all, in other states, 6-8% of the population has a concealed carry license. For Oahu, that 60-80 thousand people that he has to process each year, and that's on top of the 30 thousand permits to acquire and 50 thousand firearms registrations.

The fact that we're here still wondering what the heck is going on has to make you wonder: Is this intentional or incompetence? Becasue no matter how you look at it, something is definitely wrong.

Incase you were wondering about how to obtain a CCW permit, you should already have a registered hand gun. You would also need to take a CCW class and/or shooting test with an approved instructor from the police department. There should be a couple of instructors available per island. It's not currently listed but keep an eye out for advertisements. Below are links to each county's CCW applications and requirements for License to Carry
