As is now the usual pattern, the House passed a few bills, the Senate worked to further confirmations of administration nominees and behind the scenes both chambers have fought over what exactly will end up in the Senate version of the reconciliation bill. We'll have a post on just the reconciliation bill next week.
Bills Only Passed in the House
These bills will have to pass the Senate before they could become law and they're a long way away from that.
- H.R. 3394: Fair Investment Opportunities for Professional Experts Act, which would, according to ThinkAdvisor, expand the definition of accredited investor to include individuals with certain licenses, education, or job experience, beyond just those meeting wealth and income thresholds, passed 397-12. The ThinkAdvisor piece also covers some objections to the bill.
- H.R. 1998: Sanction Sea Pirates Act of 2025 would, per the Congressional Budget Office, require the Administration to impose sanctions on any foreign persons knowingly engaged in piracy. Piracy is defined as illegal acts of violence, detention, or depredation, committed for private ends by the crew of the passengers of a private ship or a private aircraft on the high seas against another ship or aircraft. The bill passed 392-14
- H.R. 3422: Promoting Opportunities for Non-Traditional Capital Formation Act, which would mend the Securities Exchange Act of 1934 to require the Advocate for Small Business Capital Formation to provide educational resources and host events to promote capital raising options for traditionally underrepresented small businesses, passed 321-87
- H.R. 875: Jeremy and Angel Seay and Sergeant Brandon Mendoza Protect Our Communities from DUIs Act of 2025, which would make DUIs by undocumented immigrants a deportable offense, passed 246-160
- H.R. 275: Special Interest Alien Reporting Act of 2025 passed 231-182. The bill would require the Department of Homeland Security to publish reports on any interactions with individuals with specific travel patterns. Migrant Insider goes into more detail.
- H.R. 3944: Military Construction, Veterans Affairs, and Related Agencies Appropriations Act, 2026 passed 218-206
