
Department of Planning and Permitting’s transition to new permitting software will temporarily reduce service

HONOLULU – The Department of Planning and Permitting (DPP) is advising the public that limited service will be available beginning Monday afternoon as we transition from the old Posse permitting system to our new, web-based HNL Build software.
The 27-year-old Posse system will be taken off-line at the close of business Monday, July 28, 2025, and will not be available to the public or DPP staff. In addition, ePlans will not be accessible and applications cannot be submitted, reviewed or issued during this time. DPP’s instant online permitting also will not be available.
Permit applications that are in the system will be migrated over to HNL Build and will be available for review when DPP goes live with the new software August 4. All new applications submitted to DPP will be processed through HNL Build.
DPP’s Honolulu and Kapolei offices will be open during the transition and staff will keep appointments and be available to the public. DPP inspectors will continue to conduct inspections, and the data collected will be inputted into the new HNL Build system when it is operational.
The user-friendly HNL Build software by Speridian will help to automate the permitting process and streamline all permitting applications, including building, site development, zoning and planning permits. The public is asked to hold off on submitting applications until the August 4 HNL Build launch in order to take advantage of the improved processing system.
