Environmental Impact Statement Preparation Notice for the Sand Island Wastewater Treatment Plant Secondary Treatment Phase 2

HONOLULU, HI – The City and County of Honolulu, Department of Environmental Services (ENV) has published the Environmental Impact Statement Preparation Notice for the Sand Island Wastewater Treatment Plant Secondary Treatment Phase 2 (“project”) for public review via the following link: https://files.hawaii.gov/dbedt/erp/Doc_Library/2026-03-08-OA-Republished-EISPN-Sand-Island-Wastewater-TP-Secondary-Treatment-Phase-2.pdf

The EISPN publication / public review period provides an opportunity for agencies and the public to offer any relevant comments regarding environmental, social, and technical issues that should be evaluated in the Draft EIS being prepared for the project by ENV.

The deadline for submitting comments is Tuesday, April 7, 2026.

ENV invites the public to attend the EISPN Scoping Meeting to learn more about the project and share their feedback. The meeting was originally scheduled in early February but was cancelled due to severe weather that affected the State from February 7 through February 10, 2026. It has been rescheduled to:
