HB 1961 SD1 Update – Passes Senate Final Reading

HB 1961 HD2 SD1 was heard on the Senate Floor on Tuesday, April 14, 2026.

Report Adopted; Passed Third Reading, as amended (SD 2).  The final vote as follows:

Ayes, 21; Aye(s) with reservations: none.

Noes, 4 (Senator(s) Awa, DeCorte, Fevella, Gabbard).

Excused, 0 (none). Transmitted to House.

STATUS: HB1961 HD2 SD1 now returns to the House.  A decision will be made to either accept the Senate revisions OR advance to a conference committee to work out any differences.

LEGISLATIVE CALENDAR

APR 24 DEADLINE FOR FINAL FORM OF BILLS PROPOSING CONSTITUTIONAL AMENDMENTS – A proposed amendment’s final form must be provided by written notice to the Governor at least 10 days prior to passing final reading by a 2/3 vote in each chamber. Once adopted by the Legislature, the proposed amendment is submitted to the voters, in the form of a ‘yes or no’ question on the ballot, for decision.

APR 27 SECOND CROSSOVER FOR CONCURRENT RESOLUTIONS – Deadline for passing amended concurrent resolutions in the non-originating chamber in order to “cross back” to the originating chamber.

APR 29 FINAL DECKING OF NON-FISCAL BILLS – Deadline for submitting non-fiscal bills for final reading by both chambers.

MAY 1 FINAL DECKING OF FISCAL BILLS – Deadline for submitting fiscal bills for final reading by both chambers. Fiscal bills include appropriation or spending bills, tax credits, etc., or any bill with a House Finance (FIN) or Senate Ways and Means (WAM) referral.

MAY 8 ADJOURNMENT SINE DIE – In Latin, “sine die” means “without a day” specified for next meeting. Adjournment sine die occurs on the 60th legislative day of a regular session and indicates a suspension of the business of the legislature indefinitely. From this point, the Legislature will certify bills whose form both chambers have agreed to and will transmit or “enroll” those bills to the Governor. Title X Funding Extended—Administration Signals Future Shift Toward Pro-Life Priorities

April 12, 2026 | The U.S. Department of Health and Human Services (HHS) has extended Title X funding to Planned Parenthood for another year, with the White House explaining that this was “the fifth and final year of Title X grants that were locked in place during the Biden presidency.” A White House spokesperson has said that the administration “remains committed to realigning the Title X program with the president’s pro-life and pro-family agenda going forward.”

Planned Parenthood Provides Record Number of Abortions Again

Apr 13, 2026 | WASHINGTON, D.C. – Planned Parenthood recently released its annual report revealing that the abortion giant once again exceeded previous annual records killing 434,450 unborn babies via abortion while receiving a new high of $832 million in taxpayer funding in 2024-2025. While the corporation lost its largest funding source in federal Medicaid funding under the Trump administration’s Big Beautiful Bill in July 2025, that cut took effect after this report’s fiscal reporting period which means that lost revenue is not reflected in this report.

Biden DOJ Weaponized FACE Act Against Pro-Life Americans

Apr 15, 2026 | WASHINGTON D.C. – [On Wednesday], the Department of Justice (DOJ) released an exhaustive report detailing how the Biden administration “weaponized” the Freedom of Access to Clinic Entrances (FACE) Act to target peaceful pro-life Americans.

Enacted in 1994 and signed by President Bill Clinton, the FACE Act prohibits the use of force, threats, or physical obstruction to interfere with individuals seeking abortion services or exercising their right to religious freedom at places of worship.
