Warsh Confirmed as Chair of Federal Reserve; Votes in the House
By Amy West, GovTrack.us, May 15, 2026
Federal Reserve Board
On Wednesday, May 15, the Senate confirmed Kevin Warsh to be the next chair of the Federal Reserve board 54-45. Sen. John Fetterman (D-PA) was the lone Democrat who voted for him. Not only was the nearly party-line vote unusual, but everything around this move from the now former chair, Jerome Powell, to Warsh has been unusual as noted by CNN. Warsh become the new chair today, May 15, 2026.
War on Iran
Both chambers held votes on ending the war on Iran. Both votes failed, but in interesting ways.
In the Senate, the vote was 49-50 with three Republicans voting for the resolution and one Democrat (Fetterman again) for it. This is a shift for Republicans. In previous votes, first it was only Sen. Rand Paul (R-KY) voting to end it. Then Sen. Susan Collins (R-ME) also starting voting against. But we’re well past the 60 day limit for military action without Congressional approval and that’s beginning to change some minds apparently.
In the House, their resolution against the war failed in a tie of 212-212. Had either of the two Democrats who did not cast a vote done so and none of the Republicans who failed to cast a vote shown up, it would have passed. But Rep. Frederica Wilson (D-FL24) has missed votes for a month with no explanation. The other Democrat to not cast a vote, Rep. Teresa Leger Fernandez (D-NM3) does not appear to be on an extended absence.
The tiny majority that the Republicans hold in the House is extremely tricky to manage on contentious issues, but Democratic absences certainly make it easier for the Republicans.
You can see our current list of legislators with notable absences at the Missing Legislators page. If we know why someone is out, we try to add that information so expect a few updates to that page soon. For example, Rep. Kean may have some unspecified health issue. Sen. Mark Warner was out recently due to the death of his daughter.
House Votes
None of these bills is near to becoming law. They have only passed the House so far and will need to pass the Senate next.
H.R. 2071: Save Our Shrimpers Act, which would direct US representatives at international financial institutions like the World Bank to oppose financial assistance to shrimpers in other countries, passed 391-18.
H.R. 2853: Combating Organized Retail Crime Act of 2025 , which the Congressional Budget Office says would would establish a center within Immigration and Customs Enforcement (ICE) to coordinate federal law enforcement activities related to the organized theft of cargo, shipments, and goods, or the transport of counterfeit goods, passed 348-60. This is unusual for recent legislation in that it focuses on the other part of ICE: customs enforcement.
H.R. 5625: Cashless Bail Reporting Act, which would direct the Attorney General to make publicly available a list of each State and unit of local government that permits cashless bail, passed 308-116.
H.R. 6260: Keeping Violent Offenders Off Our Streets Act of 2025, which would extend federal insurance fraud statutes to cover charitable bail funds that post bond for violent offenders, passed 243-179.
H.R. 8365: Monitor Accountability Act, which would impose term limits on federally appointed court monitor, passed 219-204.
H.R. 1346: Nationwide Consumer and Fuel Retailer Choice Act of 2025, which would permit year round sales of E15 ethanol gas among other provisions, passed 218-203.
