We had a Native Hawaiian Convention--it was known as an 'Aha--during the 1997-99 period...delegates ... sat down and drafted and completed two constitutions.  Before we were able to distribute them for ratification by the community, we were de-funded.  OHA didn't like the result....

It could be the most significant change in Hawaii since statehood.  Three-quarters of native Hawaiians are effectively excluded from the process--as are all non-Hawaiians.  Included: Lots of incarcerated prisoners, dead people, and people living on the mainland....
