CB: …the strange and disturbing story of the death of a 5-month-old baby on the Waianae Coast…

… It took extensive digging and luck to find the kind of information about the unpublicized case that's readily available on other states' websites and is crucial to improving the child welfare system….

… not a single word has been written about it by any media outlet since the baby’s death two years ago, not a single mention on the TV news….

According to a 2012 report, “The federal government has determined that the good that can be gained from disclosing information about child abuse or neglect deaths or near deaths will exceed any potential harm or embarrassment that some individuals might experience as a result.”…

Once I learned about the federal law, I asked the Hawaii Department of Human Services for a list of such cases over the last several years. The department, eventually, provided it.

One of the cases stood out. It said that in 2021 a social worker from Child Welfare Services had visited an infant’s “caregiver” – apparently as the result of a complaint – and that the “caregiver shared that the child had passed.” This caregiver initially stated that the child had drowned, CWS said, but the death remained unexplained.

CWS two and a half months earlier had gotten a “report of concern” about the baby, then 3 months old. CWS concluded that the caregiver had “mental health and substance use issues.” For reasons that are not explained, CWS did not officially confirm abuse or neglect, which it must do to initiate Family Court proceedings….

HPD checked her record and found that she had previously been referred by the police for emergency psychiatric treatment because she had been suicidal. The medical examiner reported a history of anxiety and depression and possibly schizophrenia, as well as a suicide attempt during pregnancy.…

HPD also interviewed a CWS social worker. He said he had been working on the case for several months. In August, a couple of months before the baby died, the mother “was able to move into her apartment.” He visited her six times and “consistently found that she appeared to maintain good living standards within the unit.” He did not observe signs of abuse or neglect ….

Stats Show Hawaii Lunatics Are Very Violent

CB: … Six years later a posting for the same job opens with a stark description of the working conditions: “Many of the patients frequently exhibit extreme hostility (which may include violent behavior to others or themselves), may be confused, combative or are resistant to services … Work may involve dealing with violent outbursts, physical or verbal threats and assaults, and physically restraining patients.”

It also said that the hospital is Hawaii’s only acute care facility “dedicated solely to serving adults with serious mental illness.”…

When the state opened the hospital’s new facility in 2021 it was reported that the administration planned to hire 100 more staffers. Yet according to a recent statement given by the health department, 140 positions — or about 20% of the workforce — are vacant.

Civil Beat previously reported that in 2022 the hospital’s admissions spiked to 333, with over 50% committed by court order. Hawaii State Hospital Administrator Kenneth Luke at the time said the hospital was over the limit of 297 patients mandated by the hospital’s license, but that the state had temporarily authorized up to 350.

The hospital has a long documented history of violence directed at staff; last year alone the hospital recorded 154 assaults and attempted assaults on employees, a decrease from a high of 234 in 2021….

Homeless Drug Addicts Stab two at Makaha Beach

HNN: … Honolulu police say the incident happened around 1:30 a.m. at Mauna Lahilahi Beach Park on Farrington Highway, between Orange Street and Makaha Valley Road.

HPD says the victims were a 16-year-old boy who was allegedly stabbed in the abdomen and a 21-year-old woman who was stabbed in the chest.

Police say the victims were at the beach with a group of friends when an altercation broke out between the group of beachgoers and a homeless man and woman who camped at the beach.

Sources say the campers started throwing stuff out of their tent at the group of people at the beach.

The group of people started throwing stuff back. During the commotion, a 16-year-old was reportedly stabbed in the abdomen….

Water Board to vote on rate hike of over 50%

SA: … A more than 50% water rate hike for a majority of the Honolulu Board of Water Supply’s customers is set for a vote today.

If adopted by the agency’s board of directors, a new 5-1/2-year water rate schedule will see higher rates phased in, with the first 10% increase kicking in Feb. 1 and the next 10% hike to occur July 1.

Increased rates will occur each year there­after until 2028….

Attorneys say Miske not involved in 2016 home invasion robbery in Kaneohe

ILind: … In his plea agreement, Wilson admitted the August 24 robbery resulted from information he had provided to Smith about a dealer who had drugs and would be a good target for a robbery. He told Smith where the dealer lived and which door to use to enter the residence.

The victims, “Ota” and “Kamalu,” are not further identified, nor does the motion indicate which of the men was believed to be a drug dealer.

However, Dane Kamalu is listed among potential witnesses for the upcoming trial, scheduled to begin January 8.

Court records show Dane Kamalu pleaded “no contest” to 2nd degree robbery, a Class B felony, in April 2017, and was sentenced to four years probation.

The motion says Bermudez and Smith were both members of the La Familia Gang, and that Hunter Wilson was a drug dealer “who was selling drugs with the permission of North Shore Boys gang member Kelli [sic] Young.”…

Smith, Bermudez, and Wilson have previously pleaded guilty and admitted being associated with Miske’s organization….

James Salas, whose role in August 2016 the home invasion is disputed, provided information to federal agents in December 2016 regarding the involvement of Smith and Bermudez in Fraser’s disapperance, although he reportedly recanted several of his most lurid claims before finally passing a lie detector test.

Salas was fatally beaten while being held at the Oahu Community Correctional Center in December 2019. His alleged assailants were affiliated with the La Familia gang. Salas had been a member of La Familia, according to his posts on Instagram, but had later withdrew from the gang….
